419 COMMON OCUNCIL OF THE CITY OF SEATTLE Jan 18/84

Be it remembered that on this the 18th day of January 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following officers are present, towit: Councilmen Thomas Clancy, B. F. Day, John Keenen, Chas McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin and F. W. Wusthoff By reason of the absence from the City of His Honor the Mayor, H. G. Struve, Councilman U. M. Rasin is appointed to the position of Acting Mayor to serve during such absence. Petitions Rec'd From W. H. Brunk at al for establishing the grade on Lake Street. Referred to Street Committee From Chas Mascoline et al for the right to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From Perry Clymer et al for opening Olive Street 10th to 16th. Referred to Street Committee From Geo. R. Smith et al for permission to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From O. Jensen for permission to occupy 7th Street near King. Referred to Street Committee Communications Rec'd From the Chief of Police for the appointment of an additional Policeman & recommending J. J. Small for such appointment. Referred to Comtee on Health & Police Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds & in the amounts following towit : City Fund James F. Cass Costs in City-v-Thorndike $25.45 L. S. Rowe Front St grade Warrant issued Nov 14/76 $33.14 Road Fund Assessors appraisement Jackson St Extension $103. Madison St Improvement #406 [C. M. ?] Engineering $111.64 [S?] Contract work Final payment $8736.33 Ordered that the Clerk be & is hereby instructed to retain $200.00 of

Strong. Bids for Fire Cisterns And now the Council proceeds to open + consider the bids received for Fire Cisterns, Which bids are as follows, towit: Names John T. Jordan Union &3rd Sts. $1275. Keezer Total $3590 Ordered that all said bids be rejected And now the Council proceeds to consider the assessment Roll for the Improvement of Madison Street under Ordinance No. 406; thereupon after due examination said Roll is approved. And now the Council proceeds to consider the assessment Roll for the Improvement of South 4th Street under Ordinance No. 439; thereupon after due examination said Roll is approved. And now the Council proceeds to consider the assessment Roll for the Improvement of Battery Street under Ordinance No. 441; Thereupon after due examination said Roll is approved. Applications for Licenses Ordered that licenses be issued as follows towit: Chas Anderson Retail for 3 months from Dec 1, 1883 Coffin & Co Grocery for 3 months from Jan 28, 1884 Jacob Johnson Retail for 3 months from Jan 19, 1884 Henry Duhemel Retail for 3 months from Jan 20, 1884 C. H. Hill Retail for 3 months from Jan 26, 1884 Wm Busha Retail for 3 months from Jan 17, 1884 Miles & McCormick Retail for 3 months from Jan 15, 1884 Gladhill & Kavanaugh Retail for 3 months from Jan 24, 1884 John McKay Retail for 3 months from Jan 16, 1884

The Committee on licenses make their report approving the application of the Chief of Police for an additional Policeman

421 COMMON COUNCIL OF THE CITY OF SEATTLE Jan 18/84 thereupon the same is adopted. And now the Council proceeds to an election for the appointment of such Policeman, whereupon T. J. Small receiving a majority of all the votes of the Councilmen present, is duly declared elected to said Office for the term provided by law. A proposal is rec'd from Hatfield & Winslow to furnish a Hose Carriage. Referred to Comtee on Fire & Water supply Ordered that John Collins be & is authorized to construct a Sidewalk around the Occidental Hotel in accordance with the established grade Ordered that the matter of setting up the 2nd, 3rd & Intersecting Streets Grade delinquency be & is hereby referred to Finance Comtee Consideration of Ordinances And now the Council proceeds to consider an ordinance entitled "In relation to the duties of the Treasurer of the City of Seattle;" thereupon after due consideration the same is adopted upon the following vote towit: In favor of adoption Clancy, Day, Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. and now the Council proceeds to consider an Ordinance entitled "a "special Ordinance appointing money to pay audited bills." Adopted upon the following vote, towit: In favor of adoption Clancy, Day, Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. Ordered that the clerk be & is hereby instructed to deliver the Tax Roll for the year 1883, containing all the delinquent taxes for the years of 1883 & 1882, to the City Treasurer and annex thereto a Warrant in accordance with for the collection of all taxes due thereon Ordered that the Council stand now adjourned for special business until Wednesday Jan. 23, 1884 at 7&1/2 o'clock P.
