433 COMMON COUNCIL OF THE CITY OF SEATTLE Feb. 13/84 Be it remembered that on this the 13th day of February 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present, towit: His Honor the Mayor H. G. Struve and Councilmen B. F. Day, Geo. W. Harris, Chas McDonald, B. L. Northrup, Otto Ranke & U. M. Rasin. Thereupon the following proceedings are had: And now the Committee on Sewers report an Ordinance entitled "To provide for the construction of a Sewer in a portion of Mill Street," thereupon the Council proceeds to consider said Ordinance, after due consideration said Ordinance is adopted upon the following vote, towit: In favor of adoption Day, Harris, McDonald, Northrup, Ranke & Rasin. Against adoption none. Ordered that a Warrant be drawn on the City Fund for Andrew Castro in the sum of $10.00 being the amount deposited by Andrew Castro for rent of fish stand. Wusthoff. Thereupon the following proceedings are had Petitions Rec'd From E. A. Doud for damages caused by tearing doen of building to stop a fire. Denied. From H. E. Norwold et al for granting a license to O'Shea & Parent Ordered that the vote of this meeting by which said license was

From Chamber of Commerce thanking the Council for tendering the use of Council Chamber for meetings. Ordered filed. A notice of protest from James M. Colman against the Improvement done on Columbia Street & protesting against his individual assessment presented. Ordered that the vote by which the application of Margaret Sullivan for a licernse was rejected be & is hereby reconsidered. Applications for Licenses Ordered that licenses be issued as follows, towit; S. Baxter for Wholesale for 6 months from Feb. 10 Geo Nadeau for Retail for 3 months from Feb. 10 Margaret Sullivan for Grocery for 3 months from Feb. 15 Fredrick Lendin for Retail for 3 months from Feb. 20 Cowles & Foster for Retail for 3 months from Feb. 12 Schwabacher Bros & Co for Wholesale for 6 months from Feb. 9 O'Shea & Parent for Retail for 3 months from Feb. 13 S. A. Scullin for Retail for 3 months from Feb. 11 And now the Resolutions adopted by the Chamber of Commerce relative to the forfeiture of the unearned land grant of the Northern Pacific R. R. Co are presented & read; after due consideration it is ordered that the said Resolutions be approved & that the Clerk be & is hereby instructed to spread said Resolutions at large in this Journal Said Resolutions read as follows, towit: Whereas the original object and purpose of the creation of the Northern Pacific Railroad Company, and the grant of lands thereto by the Congress of the United States, was to aid in the building of a continuous line of railroad from Lake Superior to Puget Sound, with a branch via the valley of the Columbia River to Portland to promote the public interest and welfare; And Whereas, the said Company with the aid so granted during the past three years, by the extraordinary and untiring efforts of its late President Henry Villard so far Completed said road to the West [?] [?] in connection from Portland to Lake Superior, and [?]

435 COMMON COUNCIL OF THE CITY OF SEATTLE gaged in extending its line Westward from Ainsworth across the Cascade mountains to Puget Sound; And whereas, we believe the great object of the creation of said Company cannot be accomplished without the construction of the said Cascade division; and that the welfare of the people of the Territory of Washington requires the imediate construction of said division and we believe that should said land grant be not forfeited, said Cascade division will be completed at an early day, therefore, Be it resolved by the Chamber of Commerce of the City of Seattle, that we deem it for the best interests of the people of the Territory of Washington as well as of the whole nation, that said railroad Company should have and retain its land grant in accordance with the spirit and intent of the law, to enable it to finish and complete its road to Puget Sound. Resolved, that we are opposed to and most respectfully protest agianst any action of Congress tending to the forfeiture of said land grant. Resolved, that our Delegate in Congress be, and is requested to in all reasonable efforts to prevent the forfeiture of said grant and to procure the construction of said Cascade division at as early a day as possible and upon such route as will tend to best promote the interests of the people thoughout the Territory. Resolved that our Corresponding Secretary be directed to at once forward copies of the foregoing to our Delegate and the Chairman of the proper Committees of the Senate and House of Representatives. Ordinances An ordinanace is submitted entitled "An Ordinance to amend section "1 of Ordinance No. 253 granting the right of way to the Spring Hill Water Company to lay water pipes within the City, and defining the rights, duties and obligations of said Company." After due consideration the same is adopted upon the following vote, towit: In favor of adoption Clancy, Day, Keenen, Chas Mc Donald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none. The Council proceeds to consider an Ordinance entitled "A Special ordinance appropriating money to Pay audited bills. Adopted upon the following vote, towit: In favor of adoption Clancy, Day, Keenen, Chas McDonald, Northrup, Ranke, Rasin & Wusthoff. Against adoption none.
