441 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 7/84 following Vote, towit: In favor of adoption Clancy, Day, Harris, McDonald, Northrup, Ranke, Rasin & Wusthoff. Against Adoption none. The following Ordinances are submitted by the Revisor of City Ordinances & referred to Judiciary Comtee as follows, towit: To amend Ordinance No. 317 For the recovery of fines & penalties To prevent certain animals from running at large Defining & providing for the restraint, employment & punishment of Vagrants Enumerating & providing for the punishment & abatement of Nuisances Defining & prescribing the punishment of certain misdemeanors Miscellaneous Ordered that the Attorney be & he is hereby instructed to submit an Ordinance requiring all applicants for liquor licenses to state in such applications the place of business & to confine the applicant to one location as stated Ordered that G. N. Alexander be & he is hereby awarded the Contract for grading the Intersections of Jackson & 12th Streets in accordance with his proposal Ordered that the Surveyor be & is hereby instructed to remove the monument corner Mill & Commercial Streets & to re-establish the same Levys for Improvements Ordered that the rate of assessment in order to provide funds to pay for the Grading done on Washington Street under Ordinance No. 369 between Commercial & 9th Streets be & the same is hereby fixed at the sum of 59 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Roadway made on Washington Street under Ordinance 369 between 9th and 12th Streets be & the same is hereby fixed at the sum of 31 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Sidewalks constructed on the North side of Washington Street under Ordinance 369 from about 120 feet East of Commercial Street to 3rd Street be

442 JOURNAL OF THE PROCEEDINGS OF THE Mar 7/84 & the same is hereby fixed in the sum of 5 7/10 mills of the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Sidewalks constructed on both sides of Washington Street under Ordinance No. 369 from 3rd Street to 12th Street be & the same is hereby fixed at the sum of 25 mills on the Dollar Ordered that the rate of assessment in order to provide funds to pay for the Improvement of South 4th Street under Ordinance No. 439 be & the same is hereby fixed at the sum of 77 4/10 mills on the Dollar Ordered that the rate of Assessment in order to provide funds to pay for the grading of Madison Street under Ordinance No. 406 from the alley between 3rd & 4th Streets to the City limits be & the same is hereby fixed at the sum of 118 8/10 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Sidewalks & Boxdrains constructed on both sides of Madison Street under Ordinance No. 406 from the alley between 3rd & 4th Streets to 11th Street be & the same is hereby fixed at tthe sum of 26 2/10 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Sidewalk constructed on the North side of Madison Street under Ordinance No. 46 from 11th Street to the City limits be & the same is hereby fixed at the sum of 94 mills on the Dollar. Ordered that the rate of Assessment in order to provide funds to pay for the Cost of Condemnation proceedings for the extension of Jackson Street under Ordinance No 396 be & the same is hereby fixed aat the sum of 8 5/10 mills on the Dollar. Miscellaneous Ordered that the Street Commissioner be & he is hereby instructed to remove all obstructions on Front Street at the foot of Columbia Street. Ordered that the Street Commissioner be & he is hereby instructed to construct a culvert in Main Street fronting Blocks 15 of Maynard's Plot. And now the Treasurer return the Tax Roll for the year 1883 Containing all delinquent taxes for 1883 & previous years

443 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 7/84 Ordered that the Clerk be & is hereby instructed re-deliver said Roll to the City Treasurer & annex thereto the proper warrant as provided by law Ordered that the Contract for the construction of the Cistern corner Battery & 3rd Streets be & is hereby awarded to Quigley & Rosburg on their bid & on giving a satisfactory bond in the sum of $500.00 Ordered that the Council stand now adjourned until Wednesday March 12. 1884 at 7 &1/2 o'clock P.M. Attest: E. S. Osborne Approved: H. G. Struve Mar 12/84 Be it remembered that on this the 12th day of March 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following Officers are present, towit: His Honor the Mayor H. G. Struve & Councilmen Thos. Clancy, B. F. Day, Geo. W. Harris, John Keenen, Chas McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin & F. W. Wusthoff Thereupon the following proceedings are had: Petitions Rec'd From Jacob Brunn for removal of obstructions foot of University Street. Referred to Street Committee From O. A. Holm for the right to erect steps to Oriental Hotel. Referred to Street Committee From F. H. Whitworth et al for opening Pine, Hayes, Villard & Boylston Streets & Chestnut Avenue. Referred to Street Committee From G. Kellogg & Co et al for establishing Fire Department. Granted & Fire Committee instructed to confer with the Attorney & Submit an Ordinance Reports Rec'd From the Fire Warden recommending an Ordiance to prevent stove pipes in roofs. Adopted & Attorney instructed to submit the proper Ordinance.
