443 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 7/84 Ordered that the Clerk be & is hereby instructed re-deliver said Roll to the City Treasurer & annex thereto the proper warrant as provided by law Ordered that the Contract for the construction of the Cistern corner Battery & 3rd Streets be & is hereby awarded to Quigley & Rosburg on their bid & on giving a satisfactory bond in the sum of $500.00 Ordered that the Council stand now adjourned until Wednesday March 12. 1884 at 7 &1/2 o'clock P.M. Struve Mar 12/84 Be it remembered that on this the 12th day of March 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following Officers are present, towit: His Honor the Mayor H. G. Struve & Councilmen Thos. Clancy, B. F. Day, Geo. W. Harris, John Keenen, Chas McDonald, B. L. Northrup, Otto Ranke, U. M. Rasin & F. W. Wusthoff Thereupon the following proceedings are had: Petitions Rec'd From Jacob Brunn for removal of obstructions foot of University Street. Referred to Street Committee From O. A. Holm for the right to erect steps to Oriental Hotel. Referred to Street Committee From F. H. Whitworth et al for opening Pine, Hayes, Villard & Boylston Streets & Chestnut Avenue. Referred to Street Committee From G. Kellogg & Co et al for establishing Fire Department. Granted & Fire Committee instructed to confer with the Attorney & Submit an Ordinance Reports Rec'd From the Fire Warden recommending an Ordiance to prevent stove pipes in roofs. Adopted & Attorney instructed to submit the proper Ordinance.

Miller for Retail liquors for 3 months from Mar. 17 Kirschberg & Co for Retail liquors for 3 months from Mar. 12 Raynier & Foster for Retail liquors for 3 months from Mar. 17 Ordered that the Attorney be & is hereby instructed to submit an ordinanace regulation the forms of procedure in making Street Improvements such Ordinance to provide that the Clerk shall give public notice of any petition for such Improvement & providing for the filing of remonstrances thereto Ordered that the attorney be & is hereby instructed to submit an ordinance to provide for refunding monies paid for licenses where the applications therefor have been rejected. Repairs to Engine $85.94 Ordered that the Committee on Street be & they are hereby instructed to report immediately onthe petition of W H.Burck et al for establishing grade on Lake Street. Ordered that the Surveyor be & is hereby instructed to survey Lake Street & recommend grade elevations therefor. Ordered that the Street Commissioner be & is hereby instructed to remove all obstructions in Alley in Block 107 D. T. Dennys plat. Ordered that the time for the completion of the Mill Street Sewer be fixed at 35 days from the time of executing the Contract

445 COMMON COUNCIL OF THE CITY OF SEATTLE Mar. 12/84 Ordered that the Chief of Police be & is instructed to remove all obstructions foot of University Street. Ordered that 10 lots of land West of Water Street on Battery Street be stricken from the Battery Street Improvement Assessment Roll under Ordinance No. 441. Ordered that the rate of assessment in order to provide funds to pay for the Inprovements done on Battery Street under Ordinance No. 441 be & the same is hereby fixed at 88-1/10 mills on the Dollar. Ordered that the rate of assessment in order to provide funds to pay for the Improvements done on Jackson Street, 12th to Market, under Ordinance No. 442 be & the same is hereby fixed at $1.08-5/10 on the Dollar. Ordinances Rec'd An ordinance is submitted entitled "A special Ordinance appropriating money to pay audited bills." Adopted upon the following vote, towit: In favor of adoption Clancy, Day, Harris, Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. Against none. The Attorney submits an ordinance entitled "To amend Ordinance "No. 204 entitled 'An Ordinance in relation to Licenses,'" after due consideration said ordinance is adopted upon the following vote towit: In favor of adoption Clancy, Day, Harris,Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. Against none. Ordered that the Committee on Public Buildings be & they are hereby instructed to select a suitable location for a Pest House. Ordered that the Resolution submitted for a Sewer from Catholic Church to Washington Street, thence to 4th Street & across Main to Elliott's Bay : be & is hereby referred to the Surveyor.
