475 COMMON COUNCIL OF THE CITY OF SEATTLE May 7/84 Grade funds be & is hereby referred to the finance Comtee Ordered that the Treasurer be & is hereby instructed to remit the 10% penalty on all grade taxes paid within 30 days. Ordered that the matter of the 4th Street grade be & is hereby referred to a Comtee to wit: Wusthoff, McDonald & Keenen Ordered that the Coucil stand now adjourned until Wednesday May 14th at 8 o'clock pm attest: E S Osborne clerk Approved H G Struve mayor May 14/84 Be it remembered that on this the 14th day of May1884 the CommonCouncil of the City of Seattle meets in its Council Chamber pursuant to adjournment TheFollowing Officers are preent to wit: His Honor the Mayor H G Struve an Councilmen Thos Clancy, B F Day, JohnKeenen, Charles McDonald, B L Northrup, Otto Ranke, U M Rasin, and F W Wusthoff. Thereupon the following proceedings are had: Petitions Rec'd From John H Carr et al remonstrating against the proposed grading of Madison Street from end of present grade to Lake Washington. Referred to Wusthoff, Ranke & Clancy as a Speial Comtee. From W D Wood et al remonstrating against granting any license to R Pritchard to Retail Liquors on the east end of Jackson Street. Referred to Comtee on Licenses From Thos T Minor et al fro grading Cherry Street from 9th & Broadway Referred to Street Comtee. From Angus McKenzie et al for the right of Angus McKenzie to dispose of books [?] by the Presbyterian Board of Publication without the purchase or money. Denied Communications Rec'd

476 JOURNAL OF THE PROCEEDINGS OF THE May 14/84 From His Honor the Mayor returning an Ordinance entitled "An Ordinance to prevent certain animals from running at large" without his approval and with his objections in writing to such approval, which objections read as follows, to wit: "Mayors Office City of Seattle May 10, 1884 "To the Common Council of the City of Seattle "Gentlemen I return without my approval an Ordinance to "prevent certain animals from running at large. This Ordinance "prevents certain animals therein named from running at large in "the streets, alleys or other public grounds within the City limits of Seattle. "At present the City limits extend over an area of nearly 14 square miles, "and a Considerable portion of this area is laid off into blocks, lots, "streets, alleys and public grounds. While I fully believe, that within the "inhabited portions of the City, proper restrictions should be adopted against "animals running at large, I do not think the Council [strikethrough] cho [/strikethrough] could have "intended to make it applicable to those parts of the City limits which "are entirely unoccupied. I recommend that a new Ordinance be drawn "modifying its provisions and confining the prohibited limits to the "settled part of the City" "H. G. Struve Mayor" And now the Council proceeds to reconsider said Ordinance; after due consideration said Ordinance is rejected upon the following vote tonit: In favor of adoption more, Against adoption Clancy, Day, [strikethrough] Harris [/strikethrough], Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. Ordered that the matter of Myra A. Carr for refunding taxes paid be & is hereby referred to Finance Comtee An invitation is rec'd from Stevens Post G. A. R. for the Council to attend the exercises on Decoration Day. Accepted Reports Rec'd From the Attorney on the Matter of the petition of W. H. Shondy et al regarding the plat of Water Front addition laid off by D. T. Denny. Report adopted Committees Reports From Committee on Public Buildings, Property and Grounds recommending the purchase of Lot 14 Block 103 D. T. Dennys plat for an Engine House. Adopted and Attorney instructed to submit an Ordinance therefor.

477 COMMON COUNCIL OF THE CITY OF SEATTLE May 14/84 From Comtee on Public Buildings, Property and Grounds recommending the purchase of a tract of land accross the Bay near Milton for a Pest House. Adopted & Committee instructed to negotiate for the purchase of such property & report to the Council From Special Committee recommending the granting of the petition of Wm Harkins for an allowance on a/c of Fourth Street grade. Adopted upon the following vote, to wit: In favor of adoption Clancy, Keenen, McDonald, Rasin & Wusthoff. Against adoption Northrup & Ranke From Street Comtee on the petition of Thos T. Minor et al for grading Cherry St between 9th & Broadway recommending that the Surveyor be instructed to make the necessary surveys. Adopted A "plat of Syndicate Addition to the City of Seattle" is presented and approved Licenses Ordered Issues Ordered that licenses be issued as follows, to wit: Margaret Sullivan for grocery license for 3 months from May 15 Cowles & Foster for Retail Liquors license for 3 months from May 15 S. A. Scullin for Retail Liquors license for 3 months from May 12 Shaw & Algar for Retail Liquors license for 3 months from May 12 Ang Wolff for grocery license for 3 months from May 13 Geo. M. Perkins for Retail license for 3 months from May 15 A. F. Hill for Retail license for 3 months from May 19 A Communication is rec'd from Hook & Ladder Co. asking the payment of the claim of P. E. Smith. Referred to Finance Comtee Consideration of Ordinances An Ordinance is submitted entitled "To provide for the grading and "improvement of a portion of Bell Street"; After due consideration said Ordinance is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, McDonald, Northrup, Ranke, Rasin, Wusthoff Against adoption Keenen. An Ordinance is submitted entitled "To provide for the vacation of a "certain alley in Boren's addition"; After due consideration said Ordinance is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, Keenen, McDonald, Northrup, Ranke, Rasin & Wusthoff. G. Struve and Councilmen Thos Clancy, Geo. W. Harris, John Keenen & Chas McDonald. No quorum being present Council adjourned until Tuesday May 20, 1884 at 8 O'Clock P.M. Attest: E.S.
