584 Journal of the proceedings of the Jan 2/85 - is elected as justice of the Peace for the city firm Jan 5.1881. For the time provided by law. There being a vacancy in the newly created office of city Sexton the council proceeds to an election to fill such vacancy. Whereupon O C Shorey is elected to the office of city Sexton for the term provided by law. An ordinance to create a new cemetary is laid over until next meeting. Ordered that the matter of considering an ordinance to regulate the rule of intoxicating liquor be & is hereby laid over until next meeting. Ordered that the Sewer Committee be and is hereby granted further time in which to report on the Columbia Street sewer matter Ordered that the Council stand now adjourned approved John Leary, mayor

Jan 16/85 Be it remembered that on this the 16th day of January 1885 the Common Council of the city of Seattle meets in its council chamber pursuant to law. The following officers are present towit: His honor the mayor John Leary and Councilmen Chas F. Clancy, Geo. F. Faye, B.L. Northup, Alfred Snyder, E.F. Sox, H.L. Yesler, W.G. Latimer & W.V. Rinehart Thereupon the following proceedings are had: Petitions Read From the trustees of Seattle Lodge No. 7 1.0.0.1 for rebating certain taxes paid. Granted From the Co. #4 for an engine. From R. Scott for certain repairs on Pine Street. Referred to Street Committee Communications and Reports From Clerk for Registration Books. Granted From Clerk showing Indebtedness

585 COMMON COUNCIL OF THE CITY OF SEATTLE Jan 16/85 From Treasurer returning the Tax Roll for 1884 and also submitting semiannual Report. Report ordered filed. Ordered that the City Clerk be & is hereby instructed to annex to said Tax Roll for 1884 a Warrant under the seal of the City Directed to and commanding the City Treasurer to proceed forthwith to collect the delinquent taxes upon such roll in accordance with law, and deliver the same to the City Treasurer Committee Reports From Special Comtee on Fire Department matters making the following recommendations 1st That the chief of Fire Dept receive a salary of Three hundred Dollars per annum. 2d That Engine No 2 and equipments be transferred to company No 5 North Seattle 3d That the council purchase 2 hand hose carts, chain gear with full equipments, also 1000 feet Maltese Cross Hose with improved couplings. 2 brass hose pipes, 2-1&1/8 brass hose nozzles, 2- 7/8 brass hose nozzles and hose cart torches for use of two hose Companies to be organized by Chief of Fire Department 4th That the room of Engine Co # 2 be arranged for the use of the Hose & Hook & Ladder Companies, that a room on 2d floor of City Hall be suitable furnished for use of said Companies That the Janitor & Jailor be instructed to take charge of said rooms & keep the property in order & ready for service under the direction of the Chief of the Fire Departmant. 5th that the Chief of Fire Department detail men to work the Steam fire Engine belonging to the Seattle Coal Transportation Co. 6th that a suitable office desk be procured for Engine Co #1 Report Adopted Ordered that the Street Commissionbe & ishereby instructed to examine foor of Wall Street to open said street for theuse of the Fire Engine if reasonable & practicable. Andnow Councilmen W G Latimer resigns the position of Chairman of Comtee on Public Buildings, Property & Grounds Accepted Thereupon his Honor the Mayor appoints Councilman Alfred

JOURNAL OF THE PROCEEDINGS OF THE Jan 16/85 Snyder to said Chairman ship of the Comtee on Public Buildings Property & Grounds Ordered that the Chairman of the Finance Comtee be & is hereby instructed to ask for tenders in Chicago & San Francisco to furnish hose carts, hose etc. The Comtee on Sewers report that there is a sewer in Columbia Street and reject the petition of James M Colman. Adopted The Street Comtee submit an ordinance for the laying of track for Street Railway, said ordinance being a franchise favor of N R Grinelle et al. Ordinance made a specila order for next regular meeitng. The Judiciary Comtee return the petitionof Mary Costello for correcting assessment with action. 588 JOURNAL OF THE PROCEEDINGS OF THE Jan 16/85 The Judiciary Contee submit an Ordinance entitiles "An ordinance Governing the traffic in Intixicating Liquors within the City of Seattle" A motion is made t lay said ordinance on the table which motion is lost uopn the following vote to wit: In favor of said motion Clancy, Frye & Yesler. Against the same LAtimer, {{Rinehart]], {{Snyder]] & {{Sox]] And now the Council proceeds to consider said Ordinances. After due consideration said ordinance is adopted upon the following vote to wit: In favor of adoption Frye, Latimer, Northrup, Rinehart Snyder, Sox. Against Clancy & Yesler. An Ordinance is submitted entitled "An Ordinance to repeal Ordinance No 480 of the City of Seattle and to declare forfeited the franchise and priveledges thereby granted" After due consideration said ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Latimer, Northrup, Rinehart, Snyder, Sox & Yesler. Against adoption none. An Ordinance is submitted entitled "An ordinance to provide for licensing and regulating the keeping of gaming table and bowling alleys." After due condsideration said ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Frye, Latimer, Northrup,Rinehart Snyder, Sox & Yesler. Against adoption none. Ordered that the vote by which an Ordinance entitled "An ordinance authorizing the location and laying down of traks for Street Railways in certain streets of the City of Seattle and the equipment and operation of such Railways" was made a special order for next regular meeting. be & the same is hereby reconsdered. Miscellaneous A motion is made to reinstate D H Webster to his position as a member of the Police Force, which motion is lost upon the following vote. In favor of said motion Northrup, Rinehart, Snyder & Sox. Against the same Clancy Frye, Latimer. Yesler & His Honor the Mayor John Leary. A motion is made to dismiss D H Webster from the Police Force which motion is lost upon the following vote to wit: In favor of said motion
