724 JOURNAL OF THE PROCEEDINGS OF THE Dec 9 1885 From Judiciary Committee recommending that the dat e of delinquincy of City Taxes be postponed until March 1st 1886. Action deferred until the next regualar meeting. From Same Committee recommending that ordinance No 637 be amended as follows: That Sec 7 be so amended as to omit the words "And that they have not signed in the preceeding three months a similar bond for any person engaged in the sale of Intoxicating liquors" And amend Sec 8 by omitting the owners & lessors permit therefrom. Report adopted and the City Atty directed to draw & submit the necessary ordinance. Ordered that the council do now adjourn Attest W R Forrest, clerk H L Yesler, mayor Dec 13 1885 Be it remembered that on this the 18th day of Dec, 1885 the Common Council of the City of Seattle meets in its Council chamber pursuant to law. The following officers being present viz: His Honor the Mayor H L Yesler and Councilmen R H Calligan, J Furth, Geo W Hall, John Keenen, T W Lake, J J Post and G W Young where the following proceedings were had to wit: Petitions & Communications Petitionof Patrick Flynn et al praying that a free soupl house be established by the City. Referred to Committee on Health & Police Petition of Fred Keenen asking permission to put in a wooden partition in the building at 814 Front Street. Referred to Committee on Fire & Water Petition of Charles Baker asking that Depot Street be opened from Front Street to Temperance Street

725 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 13 1885 Referred to Street Committee with power to act. Petition of August Melhorne praying that his Road Poll Tax of $4.00 for the year 1885 be refunded to him he being an active member of the Fire Department. On motion the petition is granted and the Clerk directed to draw a warrant on the City Fund in favor of the said Aug Melhorne for the sum of four(4) dollars. Petition of Lawrence & Calt et al asking that an Ordinance be passed making it a misdemeanor for any person to deposit coal and wood ashes in any wooden vessel on or within not less that fifteen feet of any wood work attached to any building with in the City Limits. Granted and the City Attorney directed to draw up and submit such an ordinance Reports the Report of the Park Commissioners was received and read showing that the work contracted to be done in imporving Seattle Park has be completed toand inspected by the Commissioner and found to have been done in a satisfactory manner save and excepting the item of seeding which could not be done during the present season; and recommending that J W Hunter assigner of tehContractor W H Hanscom be paid the sum of Two Hundred and Sixty five (265) dollars be paid on account reserving the sum of ten(10) dollars to be paid when the seeding was done as provided in the contract that Whitworth & Thompson be paid the sumof $9 for surveying that J B Metcalfe be paid the sum of $2.50 expended for carriage hire and that the Post Intelligencer be paid the sum of $3.00 for advertising. Report adopted and ordered filed and the Clerk directed to issue warrants in the Cemetary fund in favor of J W Hunter for the sum of $265; in favor of Whitworth & Thompson for $9.00; in favor of J B Metcalf for $2.50 and in favor of thePost Intelligencer Pub Co for $3.00

726 JOURNAL OF THE PROCEEDINGS OF THE Dec 13 1885 Committee Reports From Committee of Fire & Water to whom was referred that question of a water supply for North Seattle reporting that the Spring Hill Water Company would extend their pipes to Belltown provided the city would authorize the placing of seven (7) plugs on their line between Pike Street and Bell's Hotel and three (3) plugs between Columbia Street and Pike Street, and recommending that the City Attorney enter into a contract with the said water co. for supplying North Seattle with Water. adopted From Same Committee returning the report of the Chief of teh Fire Deptartment and recommending that the Laundry on Mill St conducted by Hop Sing be declared a nuisance and abated. Adopted and the Chief of Police directed to abate the nuisance. Application for Licenses Referred Andreas Lunn, John Collins, S V Schnyder, Oliver Bernard, Oscar A Kraus, Frank Wilton, E C Slorah, James P Tighe Mark Gottstein, Patrick Flynn, M S Booth Thomas and Morgan, Joe Francisco, E J Powers & Co, Chas B Sperry Licenses Orderd Issued Emil Davidson Retail Intox 3 months from Dec 13, 1885 H S Meyer Retail Intox 3 months from Dec 7, 1885 John Brannan Retail Malt 3 months from Dec 3, 1885 The Vote upon issuing said licenses being as follows to wit: In favor of same, Calligan, Furth, Hall, Keenen, Lake, McDonald, Post and Young against none On motion the matter of Lincoln Street Bridge is continued until the next regular meeting with request that the Street Commissioner then present a majority report. On motion the matter of properly marking the site of the hulk of the Steamer Mississippi is referred to the Com on Harbor & Wharves,
