157 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 4 1887 Be it remembered that on this 4th day of March 1887 the Common council of the City of Seattle meets in its Council Chamber pursuant to law. the Following officers are present to wit: His Honor the Mayor W H Shoudy, and Councilmen Furth, Frink, Green, Hinckley, Lake & Reitze. The following proceedings are had to wit: The minutes of the last meeting are read and approved. Petitions etc. Petition of F E Sander et al for a sewer on Main Street from South Fourth Street & South Third Street to the Bay. Referred to Committee Sewers & Drainage with instructions to report in writing at the next meeting of the Council. Petition of Wm Koch et al for the opening of certain portions of Lombard & other Streets for travel Referred to Street committee. Petition of Genevieve Farrer et al for the opening of Knights Street from East Street to Broadway. Referred to Street Committee Petition of H L Yesler for permission to put lath and plaster partitions in the building known as Yesler's Hall corner Front & Cherry Streets. Granted. Petition of Charles Maidment and James Welch for Street Lights Corner Seneca & Fifth, & Seneca & Sixth streets. Granted. Communication from Street Commisssioner Cummings recommending that the property owners along the line of the Marion Street sewer be required to make proper connections therewith. Petition of Harman Chapin et al for the establishing of the grade of Valley Street. Granted and the City Surveyor instructed to establish the grade of said street. Monthly Reports Rec'd From City Atty read approved and ordered filed. From Chief of Police read approved and ordered filed. From Justice G A Hall read & referred to finance Com. From Street Commissioner referred to Street com. &approved. From City Jailor referred to Finance Committee. From Custodian of the Powder House read & ordered filed. Committee Reports Received From Street committee rejecting petition of Edwin Ivey et al opening Eighth Street between James & Columbia Streets. Adopted From Same Committee recommending that the petition of Robert Fitzhenry for the opening of Mikado Street be laid over for the present. Adopted. From same Committee granting petition of Fred Wilhelm et al for placing the earth removed from James Street sidewalk on Sixth Street between James & Cherry Sts. Adopted. From same Committee rejecting petition of John H West et al for a street crossing Corner Olive & Ninth Streets. Adopted From Committee on Health & Police reporting that the Com. has examined into the charges made against Police Officer Manning by Charles & Louise Otto and find the same unfounded and fully exhonorating said officer from said charges. Adopted.

159 COMMON COUNCIL OF THE CITY OF SEATTLE Mar 4 1887 From Finance Committee recommending that the bills of Hasbrook & Terry & Dr. J S M Smart be paid at the same time calling the attention of the Police officers to the fact that the city had a Health Officer whose duty it is to attend to such cases and who is paid a salary therefor, and in future no bills of this character will be allowed unless the health officer is absent form the city. Adopted. From Same committee rejecting the applicationof Elizabeth Shumway for a reduction of the valuations of certain lots in Nagle's Addition. Adopted. Licenses Ordered Issued Bernard Kurz Retail malt six (6) months form March 1st 1887 The votte upon issuing said license is as follows viz: In favor of the same; Furth, Frink,Green, Hinckley, Lake & Reitze.
