248 JOURNAL OF THE PROCEEDINGS OF THE Aug 8 1887 Be it remembered that on this 8th day of August 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following officers are present : Acting Mayor J Furth and Councilmen J M Frink, J Green, I W SakeT W Lake, Robt Moran, U R Neisz, R Russell & C F Reitze and W R Forrest Clerk, the following proceedings are had, to wit : Applications for License Refund Henry S Carlton & B.Kurz Comittee Reports Read. From Judiciary Committee on the petition of W. C. Hill for settlement by compromise of grade and other taxes recommending that a compromise be made. Report adopted and the Chairman of the Judiciary Committee and the City Atty. Authorized to make a settlement with said Hill. From same committee on petition of W A Scott for damages occasioned by the change of the Mill Street grade, reporting that the committee is unable to see that Mr Scott has been injured and therefore reject his petition. Adapted. From Committee on License & Revenue stating that W McMasters has filed a new fund in the peace of the one from which W H Cowie withdrew. Bills Allowed The following bill having been duly audited by the Council is ordered paid by a warrant drawn on the Road Fund, to wit : J H Walker no.1692 Road Fund *15.45 Ground Feed Ordinances The City Attorney submits an Ordinance entitled "An Ordinance to provide for the construction of

249 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 8 1887 a sidewalk on the south side of Pine Street in the City of Seattle" which is passed by the following vote In favor of the same Frink, Green Lake, Moran, Neisz, Russell & Reitze Against none. An Ordinance is submitted by the Cit Attorney entitled "An Ordinance granting to the Seattle American District Telegraph Company the right and priveledge of erecting constructing maintaining and operating its telegraph system in the City of Seattle" which is passed by the following vote, viz: In favor of the same Frink, Green Lake, Moran, Neisz, Russell & Reitze Against none. An Ordinance is submitted by the Clerk entitled "An Special Ordinance appropriating moneyto pay audited bills" which is passed by the following vote Ayes Frink, Green, Lake, Moran, Neisz, Russell & Reitze Nays none. On motion of Councilman Lake ordered that each policeman be furnished with a copy of the Ordinance relating to duties of Police Officers. Ordered that the Street Committee make such repairs to Commercial and Mill Streets as they deem necessary. Andnow the Council proceeds to examine and equalize the Assessment Roll for the year 1887 in accordance with law, and to hear and determine objections thereto: Ordered that the following changes by made in said roll to wit: Pacific Postal Telegraph Co reduced on valuation of personal property from $3170. to $650.

250 JOURNAL OF THE PROCEEDINGS OF THE Aug 8 1887 Burke & Haller reduced on personal property (Library & Office furniture) from $4250. to $11400. Charlotte E Haller reduced on personal property $3000. the same being a mortgage which has been foreclosed. Henrietta M Haller reduced on improvements from $9000. to $3000. Dr T T Minor reduced on improvements from $8000. to $3000 Communication from Jno R Kinnear in regard to taxation of County Scrip referred to City Atty. Appliction of L B Andrews to have a mortgage of $3000. stricken from the City ro;; referred to City Atty. Ordered that the name of L B Andrews be substituted for that of William Andrews on the roll he being the owner of Lots 6 & 7 Block No 20 Boren's assessed to said Wm Andrews Ordered that the personal property of Thos Burke be reduced from $78,630. to $12,545, account of mortgages wrongfully assessed. Ordered that Council adjourn until tomorrow at 7 o'clock PM Approved J Furth acting mayor Attest W R Forrest clerk
