266 JOURNAL OF THE PROCEEDINGS OF THE Aug 13 1887 Be it remembered that on this 13th day of August 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following officers are present to wit: Acting Mayor J Furth and Councilmen Moran, Neisz, Russell & Reitze and W R Forrest Clerk. There not being a quorum present it is ordered that Counciladjourn until Monday Aug 15th 1887 at 7:30 o'clock PM Approving J Furth acting mayor Atterst W R Forrest clerk Aug 15 1887 Be it remembered that on this 15th day of Aug 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following officers are present to wit: Acting Mayor J Furth and Councilmen J M Frink, Joseph Green R Moran, U R Neisz, R Russell & C F Reitze & W R Forrest Clerk. The Council proceeds with the examination and equalization of the Assessment Roll for the year 1887 Om motion of Councilman Reitze messrs C F Whittlesey and W H Hughes are employed as experts to examine and report to the Council errors and omissions in the assessment roll for 1887 as returned by the assessor. In the matter of the Assessment of H L Yesler on the roll of 1887. On complaint of said H L Yesler it is ordered by the Council that the said assessment be revised and corrected and equalized as

267 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 15 1887 in his complaint in writing on file so far relates to his real estate and that such assessment be so taken as the true and proper valuation of his said real estate for taxation. Ordered that the assessed valuation of the real estate of Henry L Yesler as valued by the assessor on the roll of 1887, and revised and corrected by the Council be deemed and taken as an average and true value of real-estate for taxation in and by the City of Seattle for the year 1887; and to the end that all assessments be made equal an uniform and in ascordance with the value upon said assessment roll a reduction of the valuation of the real estate of each individual assessed thereon, and on each percel thereof assessed upon said roll, so as to conform the said several assessments to said standard so above fixed on the said property of Henry L Yesler, and inasmuch as a reduction of said assessments to a sum equal to ten per cent addition to the valuation of like property for the year 1886 will make such assessments conform to such standard, it is ordered that such assessments be so reduced accordingly: And in the event that the valuation of the property of any tax-payer should be increased in order to made the same conform to such standard no increase shall be made without notice first given to the party or parties in accordance with law. It is furthere ordered that upopn such changes being made, the clerk submit said assessment roll as so revised and corrected to the Council for consideration. Ordered that W N Bell be reduced on personal property $655 account mortgage improperly assessed.

Ordered that Judge Thomas Burke be reduced on personal property from $12,000 account offset. Ordered that Wm F Preston be reduced on personal property from $2785 to$2410 Orderd that Hall & Paulsons assessment on real-estate be stricken from the roll and that they be assessed on personal property $3379 account mortgage etc improperly assessed. Ordered that Lot 5 & 6 Block A Yesler's 1st Addn be assessed to D K Howard and the same having been omitted by the assessor. Ordered that 2 acres in Cranes Donation Claim be assessed to R H Calligan at $100 pr acre & stricken from the assessment of Crane's Estate. Ordered that J S Loraine be reduced on personal property $2210. Ordered that S Baxter be reduced on personal property $3430.60 account mortgages improperly assessed. 269 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 15 1887 reduced of personal property from $100,000 to $50,000 on account of a $50,000 trustee mortgage in which the bank has no interest. Ordered that Geo F Frye be reduced on personal property $500 account mortgage improperly assessed. Ordered that the Estate of Almira Kidd be reduced on personal property $80 acct mtge improperly assessed. Ordered that the personal property assessed against Pumphrey and Lowman $2400 be stricken from the roll. Ordered that the assessment of John Langston trustee $1632 be stricken from the roll (14 year old Logger's lien) Ordered that the assessment of the Pugert Sound Ice Company be reduced from $10,000 to 6000. Ordered that A S Hanford be reduced on personal property $1450. Ordered that the assessment of the Seattle Electric Light Co. be reduced from $10,650 to $6050 Ordered that Thomas W Prosch be reduced on personal property 850 and on Improvements from $1800 to $1000 Ordered that J W Edwards be reduced on personal property form $1300 to $200 acct mortgage partially paid. 270 JOURNAL OF THE PROCEEDINGS OF THE Aug 15 1887 Ordered that T H Hacket be reduced on personal property $385 same being County Scrip Ordinances the City Attorney submits an Ordinance entitled "An Ordinance authorizing and Empowering the Mayor and Clerk to execute an contract for the purchase of a Hook and Ladder Truck'' which is passed by the following vote, viz: In favor of the same Frink, Green, Moran, Neisz, Russell & Reitze, Against the same, none.
