The following officers are present to wit: His Honor the Mayor T T Minor and Councilmen J.Furth, J M Frink, Jos Green, R Moran, U R Niesz and C F Reitze and W R Forrest Clerk. The following Proceedings are had to wit: Petitions and Communications Petition of John Wickland and others for a box drain at Sixth & Pine Streets. Read and referred to Street Com. Petition of Chas Baker & Others for street lights on Front Street from Pine Street to Depot Street Granted. Petition of T W Wald and others for opening alley in Block 30 Maynard's Plat and constructing a sewer therein, read and referred t o Com on Streets & Com on Sewers & Drainage. Communication from N B Peterson protesting against the contractor doing the work on Seventh Street, piling rocks on his property {Lot 11 Block 3 Hrs of D A Bell's Addn} and asking that they be removed; read and granted and Street Commissioner directed to notify the

Communication from Justice H F Jones suggesting change of plan in keeping record of arrests and commitments; read and referred to Com on Health & Police. Communicaton from Justice H F Jones in regard to witness fees paid Police Officers, stating that he has paid such fees to the Police Officers as he considers the ordinance requiring them to be paid to the city instead. Communication from Mrs E S Ingraham asking for the return of certain moneys paid the City for tax cetificates, read and referred to City Attorney. Communication from the Street Commissioner calling the attention of the Council to sidewalks that should be condemned, read and referred to the Street Committee. Communication from W K Davis in behalf of owners of property condemned on Republican & Natches Streets (Ordinances 858 & 859) stating that they had appointed M R Galloway to act in their behalf as appraiser, read and ordered filed. Petitionof J W Edwards & others to open Filbert St read and granted. Resignation of Patrick Farraher from Police force read and on motion accepted. Communication from James McDonald complaining of treatment in City Jail, read and on motion referred to Committee on Health and Police.

Licenses Ordered Issued Ole Nelson Retail liquor 6 months from Aug 20th 1887 Davis & Davis Retail liquor 6 months from Aug 23rd 1887 The vote upon granting said licenses is as follows: In favor of the same Furth, Frink, Green, Lake, Moran Neisz & Russell against none. Applications of Licenses Referred E C Slorah & Co & Cole & Pratt Committee Reports Received From Com on Health & Police recommending for the better equipment and strength of the force as follows: 1st That hand-cuffs, club & nippers be furnished to each police officer & charged to him and upon his retirement from the force to be redeemed by the City; 2nd That the Purchasing agent be instructed to purchase a book to be used in the Police headquarters as a record book, and that a list of all property stolen be recorded therein. 3rd That we find the present force inadequate for the preservation of life and property and recommend that three additional men be put on the force. 4th We also recommend that a system of telephonic communictaion with Police headquarters be adopted as soon as practicable.

From Street Committee rejecting petition of DuPont & Hopkins for use of unoccupied ground for a Fish Stand. Adopted. From same comittee granting petition of Seattle L S and E Ry for permission to drive piles across Columbia St on condition that a twenty two(22) foot space on the south side of the street be allowed for passage of barges & small vessels. adopted From Same conmmittee granting petition of J D Lowman for opening 11th Street from Columbia to Madison St adopted. From Same Committee granting petition of Puget Sound Imp Co to change the ordinance establishing the grade of Pike Street so as to make the present grade the established grade. Adopted. From Same Committee asking further time to make a report on the petition of O Jacobs et al to open Depot Street Granted. From Judiciary Committe on protest of R H Thomson against Mill Street grade and asking for damages stating that in estimation of the committee Mr Thomson's property well be greatly improved by the present grade.
