The following officers are present, to wit: Mayor Minor and Councilmen Furth, Green, Lake, Moran, Russell & Reitze & W. R. Forrest Clerk. The following proceedings are had, to wit: Petitions etc Petitions of W H Reeves & others for a sewer in Seneca Street from the Bay to the alley between Third & Fourth Streets, read & referred to Sewer Com. Petition of M. V. Stewart for the return of certain grade taxes herebefore paid into the City Treasury read and referred to the City Attorney. Petition of A. F. Naher & others for permission to grade Sixth Street from Madison to Spring St. at their own expense, read and on motion granted. Petition of Mrs Celia Mitchell for the correction of her assessment, read and granted. Petition of James Kelly for permission to build a fruit stand on Washington Street in front of the standard Theatre read & tabled. Petition of Fred Wilhelm & others for grading Cherry Street from Fourth Street to Thirteenth Street, read and referred to the Street Committee. Petition of Seamens Friend Society for the abatement of a nuisance caused by a Sewer Corner of South Second & Main St, read & referred to Committee on Health & Police.

389 COMMON COUNCIL OF THE CITY OF SEATTLE. Feb 17 1888 Petition of E. L. Ferry for permission to remove a small building used as a warehouse freeing the alley on Lot 3 Block 1 Maynards Plat across the alley on lot 6 of the same Block read & granted. Statement and appreciation of Julia A Fenton for damages for injured alleged to have been caused by a fall occasioned by depletive sidewalk. Referred to the City Atty. & Judiciary Committee. Communication from Street Commissioner Cummings calling the attention of the Council to the condition of Jackson Street bridge and the planking in the alley west of Front Street and making certain recommendations, read and referred to the Street Committee. Petition of Mrs R. B Thorndyke for remission of certain taxes read & referred to the Judiciary Committee with power to act. Petition of Thomas Burke for a sewer in Second Street between Marion and Madison Streets read & referred to the Committee on Sewer and Drainage. Petition of Seattle Coal and Transportation Co. for correction of assessment read and referred to Judiciary Committee with power to act. Petition of W. T. Holden & others for grading and building sidewalks on both sides of Fifth (5th) Street from Depot Street to Union Streets read and referred to Street Committee and afterwards returned by the said Committee with a report recommending that the petition be granted. Report adopted and the City Surveyor directed to submit plans and specifications for each improvement.

Petition of Sam'l Hunter for permission to erect a wooden building 14x20 in the rear of his store No 924 Front Street, read and granted, said building to be constructed in accordance with the provisions of Ord No 833. Petition of Bernard Campbell for permission to erect a small building at the foot of Spring Street, read and tabled. Petition of Mrs H E Hathaway & F A Churchill for opening alley in Block 50 Terry's 1st add'n read & referred to the Street Committee. Committee Reports Rec'd From Street Committee on petition of Seattle Lumber and Commercial Company for permission to take water from a spring on James Street recommending that the petition be laid on the table as the Spring Hill Water Co had already taken posession of the spring under claim of purchase. adopted. From Same Committee granting petition of Charles B Ames & others for grading and building sidewalks on both sides of Birch Street from Depot Street to Harrison Street and recommending that the City surveyor submit plans and specifications for such improvement. From same Committee rejecting the petition of Henry Peterson for a drain as the Committee think the City had nothing to do with draining petitioner's lot. Adopted.

Adopted. From the Committee of Fire & Water as follows: "Your Committee to whom was referred the report of the" "Chief of the Fire Department was referred the report of the" "amendments and changes to the existing Ordinances Cre-" "ating the Fire Department of this City beg to report" "that we have given the matter our careful attention" "have received & considered a number of remonstran"ces from different companies comprising the de-" "partment who object to the changes proposed and" "believing that it is the wish of the majority of" "the members of the Department and to the best in-" "trests of the city; we recommend that the pur-" "chasing agent with the advice of the Chief of the Fire Department procure suitable badges for the Depart"ment as recommended in the Chief's Report" "R Moran chairman" "R Russell" "J Green" Adopted. From the City Atty on claim of Wm B Drown for bedding etc destroyed account small pox. Referred with claim to the Committee on Health & Police for investigation. From the City Atty on claim of Providence Hospital, referred with bill to Fianance Committee. Cable Road Councilman Furth presents the following resolution and moves its adoptionto wit:-

392 JOURNAL OF THE PROCEEDINGS OF THE Feb 17 1888 Resolved, that the time in which work shall be commenced by the Seattle Construction Company under Ordinance No 875 shall be and is hereby extended to and inclusive of March 15th 1888 and that all former extensions of time under said Ordinance is hereby ratified and confirmed. The resolution is adopted by the following vote; viz:: In favor of the same Furth, Green, Lake, Moran, Russell & Reitze. Against the same none. Miscellaneous Ordered that the judiciary Committee be instructed to examine the assessment of Dexter Horton as regards mortgages with power to make corrections. Ordered that the mayor be requested to discontinue the use of the Pest House at the earliest possible monent. Ordered that the Street Commissioner and Chairman of the Street Committee ascertain the amount of sewer pipe required and report the same and that the purchasing agent be instructed to purchase said pipe. Ordered that the City Clerk advertise for bids for painting and calsomining the Council room and offices in the City Hall & that the Committee on Public Buildings & Grounds have power to act on said bids.
