531 COMMON COUNCIL OF THE CITY OF SEATTLE JUL 13 1888 JUL 13 1888

Be it remembered that on this 13th day of July 1888 the Common Council of the City of Seattle meets in its Council chamber pursuant to adjournment. The following officers are present, viz: Acting Mayor Furth & Councilmen Frink, Green, Moran, Niesz, Lake, and Russell. Abset Mayor Minor & Councilman Russell. Thereupon the following proceedings are had, to wit:

Petition &c

Petition of A. A. Bell & others for grading and laying sidewalks on both sides of Sixth Street from Depot Street to Bell Street. Read & referred to Street Committee.

Petition of D. B. Jenckes for street lights on Madison Street to Broadway. Referred to Committe on Street Lights.

Petition of John B. Soule for opening Broadway & Jessie Streets and removing a squatter from Jessie Street. Read & referred to Street Committee.

Petition of Cornelia E. Jenner and others for change of grade on South Eleventh Street, read and referred to the Street Committee with instructions to report at the next meeting.

Petition of Genevieve Farrer & others for opening Edes Street from Columbia Street to East Street read and referred to the Street Committee.

Remonstrance of D. Horton & others against grading a Street Railway franchise on Third Street, read and referred to Street Committee.

Petition of Albert S. Pinkham for permission to blast stumps on North side of Seneca Street between 8th & 9th & 9th & 10th Strets on two blocks not within 200 feet of any habitation. Granted with the usual restrictions.

Petition of Austin A. Bell & others for a bulkhead on Bell Street between Front Street and Second Street. Read and referred to Street Committee.

Petition of A. S. Miller and others for permission to grade Marion Street from Fourth Street to Fifth St. at their own expense under the supervision of the City Surveyor. Read and referred to the Strret Committee.

Committee Reports Received.

From Committee on Public Grounds to whom was referred the report of the Park Commissioners, recommending that the sewers asked for be placed at their disposal to be used as recommended in their report. Adopted.

Madison Street Tax Levy

Ordered that a tax of Five thousand five hundred and nine (5509) mills on each and every dollar of the assessed valuation of all the property included with the the assessment district created by Ordinance No. 839 be and the same hereby is leveid on said property for the purpose of paying for the improvement of Madison Street as further extended and established from the line between Sections 28 & 33 to the line between sections 22 & 27 township 25 north of range and east in the city of Seattle,

Birch Street Tax Levy

Ordered that a tax of Three hundred and seven (307) mills on each and every dollar of the assessed valution of all the property included within the assessment district created by Ordinance 904, be and the same hereby is levied on said property for the purpose of paying for the improvement of

Birch Street from Harrison Street to Depot Street, in the City of Seattle.

Miscellaneous

Ordered that the plat of Monroe and Whipples First Addition to the City of Seattle be and the same hereby is approved.

Ordered that the supplemental plat of Blocks A. B. & C. Nob Hill addition to the City of Seattle be and the same is hereby approved.

Orders that the plat of A. A. Dennys 8th Addition to the City of Seattle be rejected in its present form.

On notice of Councilman Niesz a special Committee consisting of the Chairmen of the Street, Finance, Judiciary and Fire & Water Comittees in conjunction with the City Attorney & Messers J. C. [Harris?] & C. H. Hanford is appointed to consider and adopt some plan for the payment of warrants for street improvement.

On motion of Councilman Frink the City Attorney is directed to draw and submit an ordinance increasing athe City Attorney to $150.00 per month; the Chief of Police to $150.00 per month; the City Clerk to $150.00 per month and the City Treasurer to $125.00 per month.

Thompson and his associates for a Cable Street Railway in the City of Seattle" which is passed by the following vote viz: In favor of the same, Frink, Green, Lake, Moran, Niesz, & Reitze. Against the same none.

An Ordinance is submitted by the City Attorney, entitled "An Ordinance forfeiting and annulling the franchise granted to the Seattle Street Railway Company to locate, lay down and maintain tracks for Street Railway and to construct operate and maintain a street railway upon and along Front Street in the City of Seattle from James Street to Pike Street" which is passed by the following vote, viz: In favor of the same Frink, Green, Lake, Moran, Niesz and Reitze. Against the same none.

Ordered that the Ordinance regulating Hacks & Hack fares be referred to the Judiciary Committee.

Ordered that the Coucil do now adjourn.

Be it recommended that on this 19th day of July A.D. 1888 the Common Council of the City of Seattle meets in its Council Chamberts pursuant to law. The following officers are present towit: His Honor the Mayor Thomas T. Minor & Councilmen Furth, Frink Green, Lake, Moran, Niesz & Reitze. Abset Councilmen Frink & Russell.

And now the Council proceeds to canvass the returns from the several wards of athe election for city officers for the City of Seattle held on the 9th day of July 1888 and upon the said canvass finds as follows:
