'To the Governor of the State of Tennessee:
"Sir-
"The undersigned have had under con= sideration an application by the Hiwassee Rail Road Co. for Bonds of the State, accompanied by a sworn statement of the President and Secretaryof said Company, and by a report of Com= missioners appropriated by the Governor to exam= ine into the affairs of said company as directed by act of 25th January, 1840, and they are of opinion that said Hiwassee Rail Road Co. are entitled to an additional issuance of Bonds of the State, in further payment of State subscription in said road, amounting to thirteen thousand dollars. Given under our hands at office, this day and date above given.
