President Graham reported that he had received a letter from the Institute of International Education soliciting the cooperation of American Universities in exchange of scholarships between American and British Universities. He explained that this would mean that the University of North Carolina would furnish room, board and tuition to a student from a British university in exchange for the same services to be furnished a student from this University attending a university from Britain.
