Praktisch gesehen, hat der Führer mir für den Eventualfall das Schicksal eines Raumes anvertraut, der nach seinen Worten „ein Kontinent” ist mit 180 Millionen Menschen, von denen gegebenenfalls rund 100 Millionen in den unmittelbaren Aktionsbereich mitein bezogen werden. Dazu: Mangel an geeigneten Menschen – trotz aller Karthotheken! 3000 Russlandkenner sind in meinem Amt gesammelt, aber wieviel davon wirklich einsatzfähig? Dazu: der Osten ist etwas grundsätzlich andres als der Westen m. s. Städten, Industrie, Disziplin. Von einem meiner Flugblätter sind 500 000 Stück über Agram abgeworfen worden. Gestern abend zogen unsere Truppen umjubelt in der Hauptstadt Kroatiens ein.

Dass Matschek so jammervoll versagte, ist höchst bedauerlich, un nun zieht Ante Pawelitsch, von den Italienern bisher unterstützt, in Agram ein. Es hat auch seine Schattenseiten, aus Loyalität zum jeweiligen aussenpol. Kurs alle Oppositionellen der betr. Staaten kaltzustellen. – So sind Turkestaner und Kosakenführer jetzt in Ankara bzw. Konstantinopel. Wenigstens gut, dass ich die Leute Skoropazkis jetzt jahrelang über Wasser gehalten habe, auch Poltawetz[?] Atennika[??]

In addition: shortage of suitable people—despite all the personnel card files! Three thousand experts on Russia are gathered together in my Amt, but how many of them are truly usable? Besides: the East is something fundamentally different from the West with its cities, industries, discipline. If they are to set to work with the correct assumptions, people will have to understand that the desolation [Verödung] is worse than can be imagined.

Sidelining all members of the opposition in the states in question, out of loyalty to the current foreign policy course, also has its downsides. – So the Turkestani soldiers and Cossack leaders are now in Ankara or Constantinople. It is good that I have at least kept Skoropadskii’s people afloat for years now, as well as Poltavets-Ostranitsa.
