Lohse. Bericht über Reise Weissruthenien. ¾ unter Bandenwirkung. Trotz aller Anforderungen keine genügenden Polizeikräfte. Bombenanschläge: Januar 5, August 536, September 695! Im übrigen: Kube habe fast durchweg gute Mitarbeiter. Schneidige Gebietskommissare, die sich in den gefährdeten Gebieten ausgezeichnet halten. Aber man dürfe doch nicht die Möglichkeit zulassen, dass die Partisanen ein ganzes Gebiets-Kommissariat ausheben mit allem Briefwechsel, Akten usw.! –
Ich erinnere Lohse an die Denkmal-Angelegenheit, Einmischung d. Waldmanis in Jugendfragen.
Ferner Rücksprache über Ostland-Bank usw. Lohse ist ein ruhiger Mann, aber immer „gegen“. Gegen vieles seiner General-K., gegen fast alle Anregungen von hier. Er tritt dafür ein, dass alles so „seinen ruhigen Gang“ geht. Aber dass Gefahren vorgebeugt werden soll, dafür ist er nicht recht zu haben.
Mit Dr. Meyer u. SS. Gruppenführer Berger wird

Discussion about reducing the size of the development staffs of R and K.
Lohse. Report on trip to White Ruthenia; ¾ of it affected by gangs of partisans. Despite all requests, not enough police forces. Bombing attacks: January, 5; August, 536; September, 695! As for the rest: Kube has almost uniformly good employees. Spirited Gebietskommissare, who hold their ground superbly in the endangered regions. But one must not afford the partisans an opportunity to clear out an entire Gebietskommissariat with all the correspondence, files, etc.! –
I remind Lohse about the monument affair, meddling of Waldmanis in youth questions.
Furthermore, consultation about Ostland Bank, etc. Lohse is a quiet man, but always “against.” Against many things done by his Generalkommissare, against almost all suggestions from here. He advocates letting everything take “its quiet course.” But when it comes to preventing threats, he is not so interested in joining in.
