Mr. CarpoDear Sir:

A claim has been made for monies paid out of the state of the late Abraham Osborn to Insurance Companies on account of war risks. Is it, or not, too late for that now? If not, will you please send me instructions--with blanks, if you have them--for making up such in proper form?

It has just come to our knowledge here, that Samuel Osborn Jr. has presented to our government an "additional" claim of $164,070, on

behalf of the "owners" of the Ocmulgee. No one knows by what authority he has done it; or what the claims are for--all reasonable and just ones having been presented at the first. Do you know any thing of the matter? Should the state department be informed of the fraud?

I am sorry to ask your attention to these things, but it seems to be necessary.
