To the Council and House of Representatives of the Territory of Wisconsin

We the undersign petitioners of the town of Delavan in the County of Walworth respectfully sheweth.

That for the promotion and advancing the cause of Education and improving the minds of the coming generations deem it highly necessary that a high school should be located in the village of Delavan in the county above mentioned.

First, the Village of Delavan is highly favored for such a school on account of its healthy situation, pure water and all other natural advantages necessary.

Second, the Village of Delavan is situated at a central point from all the lake ports and other important places in the Territory thereby affording an easy communication for parents and guardians to send their children at said place to School.

Third the population in and around the village of Delavan has increased to a large number and still is almost daily increasing that it has become absolutely necessary to advance moral and intellectual improvement in this section that a high school be located in said village.

Now therefore we the said petitioners respectfully ask of you the said council and house of representatives to grant a charter to eleven trustees to be by them governed as you by law shall direct.
