My dear Mr. Tumulty:
The Russian Ambassador has just written me
stating that the new Military Attache of his Embassy
has not yet had an opportunity of being presented to
the President, and asking when it would be convenient
for him to present Colonel Nikolaieff..
The Ambassador adds that he will leave Washing-
ton for Boston on December 20th, and will return on the
24th or 25th instant. Will you please let me know
the President's convenience so that I may inform the
Ambassador.
