My dear Mr. Secretary:

I take pleasure in forwarding to you herewith copy of
resolution adopted at the meeting called by the Philadelphia
Committee of the Society of Russian National Defense on May 19.

The resolution was unanimously adopted by an audience of over
1,500 Russian citizens and the president of the meeting was requested
that it be transmitted to the President of the United
States and the American people.
