Dear Mr. President:

Here is a memorandum prepared by Mr. Raphael Zon,
who is one of the officers of the Forest Service of this
Department. He is a native of Russia, attended a Russian
University, and is thoroughly familiar with conditions
in that country. He speaks Russian and English very flu-
ently, and I am told that he is a keen student of econ-
omic, social, and agricultural problems of Europe and
Asia. I suppose there is nothing that could be done at
this time about the matter to which he refers, but it
seems to me that the memorandum contains an idea that
might be worthy of careful consideration.
