Sir:

I have the honor to state that the Bill of Lading, received from Gen Michler, only calls for Sixteen(16) cases Lt Ho Lantern Sixteen (16) pces Castings " " as shipped by Gen Woodruff to Col Williamson. The company has delivered to me 16 Cases & 16 pieces Castings, belonging to Foulweather Lantern. But Gen Michler says the San Francisco Agent states that the missing boxes were thrown overboard in stress of weather. Under the circumstances, I do not know whether the entire freight charges should be paid to Pacific Mail SS Co, or not, and would respectfully ask whether the entire charges for freight should be paid; and if not, then how shall I ascertain the precise amount to deduct from their bill, which is $417 29/100 Currency on acc't of the loss of the three boxes. As 3 of the 16 cases contain Glass, it appears there must have been a mistake in shipping, as 19 cases were shipped, and Bill of Lading only covers 16 cases.

Sir: I have the honor to acknowledge receipt during my absence on official business of your letter of Feby 28" relating to purchase of a Scotch Drill for Cape Foulweather Lantern, and to state that the following reply was sent, as requested, by telegraph: "Major Robert absent, but wishes Scotch drill complete sent. I have the honor to acknowledge receipt of your letter of March 6, 1873, and in compliance herewith to enclose the original certificate of deposit with the 1st Nat'l Bank, Portland, Ogn. for $105 # from the appropriation for Cape Foulweather light station Ogn. 1871-72, to the credit of the Treasurer of the United States to pay for 14 prismatic vault covers.

Sir: I have the honor to make the following Report of Operations for the month of March 1873.

Cape Foulweather Lt Station, Ogn. Completed painting of Iron Work of Tower. Graded outside of enclosure on west side of tower.

Probable Operations for April Complete work, if missing parts of Lantern are received.

Point Adams, Ogn. Inspected, in company with Capt Spotts, LH Inspector, with reference to location of Light House & Fog Signal.

Cape Hancock Lt Station, W.T. Completed painting. Put up eave-troughs & pipes. Repaired chimney. Inspected Oil House as completed - Examined, with Capt. Spotts, Keeper & Assistants.

Cape Flattery Lt. Station, W.T. Put Fog Signal into complete repair. Inspected Fog Signal, & examined Keeper & Assistants, with Capt. Spotts.

Probable Operations for April. Make estimate & plans to submit to Lt. Ho. Board for tank for temporary ??? & water fog Signal.

Ediz Hook Lt Station, W.S.

Thoroughly completed zinc parapet covering. Examined Keeper & Assistant in company with Capt. Spotts.

New Dungeness Lt. Station, W.S. Purchased and shipped materials for completion of repairs. Put floor in Boat House & battens on sides. Finished door, & furnished paddock for same. Connected work-house with cistern by covered pipe. Put coat paint on Boat House & 2 coats on inside of Store Room. Inspected work of Repairs, & examined Keeper & Assistant with Capt. Spotts.

Probable Operations for April Put eave-troughs (galvanized iron) in place of defective ones on Store Room. Refit pump in Cistern. Put 2" coat paint on Boat-House; 1 coat paint on inside & outside of store-room. Put stakes to fence. Build 60 ft of new ways for Boat. Repair Boat Carriage. Connect Storeroom with Cisterns. Paint Roofs of Storeroom & Boat House.

Examined Keepers & Assistants at Admiralty Head & Smiths Island Lt. Houses, with Capt. Spotts.
