Sir:
Enclosed is transmitted Senate Bill No. 706.ist introduced 13 Dec. '8th providing for the purchase of a site and the construction of a first order coast lighthouse on the headlands near Newport, at Yaquina Bay, Oregon.
The Board requests that you will report, with recommendation, your views as to the necessity for, and advisability of establishing a first order light on the headlands in question, as proposed by this bill.
