Sir: Referring to your letter of 2 April '86 recommending the establishment of a whistling buoy off the entrance to Yaquina Bay, Oreg., I have to say that, the Board, at its session on 21 April '86 came to the conclusion that the occasional visit of one steamer to Yaquina Bay does not seem to furnish a sufficient reason for going to the expense of the establishment of a whistling buoy off that point. Very respectfully, ??? ??? ??? Commander, u.s.n., Naval Secretary.
