Sir: As recommended in your letter of 9 Sept., '02, the Board authorizes you to make repairs at Yaquina Head, Oreg., Light-Station, at an estimated cost of $490., to be paid for from funds heretofore allotted you for the fiscal year from the appropriation Repairs &c., of Light-Houses 1903. The above named work is to be done under your direction by persons in your employ, and by the purchase of the necessary materials in open market in accordance with existing regulations. Sir: Enclosed is returned, in accordance with your request, the letter of Mr. S.G. Irvin of Newport, Oreg., in which he asks if the bill providing for the erection of a Keeper's dwelling at Foulweather Light-House (Yaquina Head), Oreg., passed, and, if so, when the dwelling will be built. Sir: The Engineer of the 13th Light-House District, in his Annual Report, states that at Yaquina Head, Oreg., Light-Station the, quarters are insufficient for three keepers and calls attention to the necessity for an appropriation form which to build dwellings for them. The Board in its last three Annual Reports asked that an appropriation be made for this purpose, but without success. The Board will renew the request in its forthcoming Annual Report, but even if it is granted, for which there is little hope, the appropriation will not be available for some time. The Board therefore requests you to take the proper measures to transfer to other stations such of the Assistants at Yaquina Head, Oreg., Light-Station, as may be neccessary to releive this congestion, replacing them with Assistant Keepers without families, or who understand that no accomodations for their families will be provided at the stations.

It is the Board's intention to provide accomodations for the families of the Assistant Keepers wehre it can but where it cannot, to appoint Assistants to such stations who are without families or who do not propose to take their families with them to the station. The Board requests that you will take this statement of ??? views into consideration in your future nominations of Assistant Keepers. Respectfully, ??? Lieut. Col., Corps of Engineers, U. S. A. Sir: Inclosed the Board sends you a copy of a letter dated Albany, Oreg., 31 Aug., '03, from Mr. Edwin Stone, Manager of the Corvallis & Eastern Railroad Company, asking information relative to leasing the old abandoned light-house property at the entrance to Yaquina Bay, Oreg. The Board requests you to confer with the Engineer of the 13th Light- House District, and with him make a joint report and recommendation in the matter. Respectfully, ??? Captain, U. S. Sir; Referring to your joint report, dated 24 Sept., 1903, relative to leasing the Yaquina Bay, Ore., Light-House reservation, the Board states that under the provisions of the Act of 3 March, 1879, public property cannot be leased for a longer period than five years.

Sir: Referring to your endorsement of 31 May, '04, upon the resignation of Mr. Edward Rice, First Assistant Keeper at Yaquina Head, Ore, Light-Station, the Board state that the Department, by letter of 9 August, '04, has accepted the resignation of Mr. Rice, to take effect on 30 June,'04.

Referring to your letter of 9 August, '04, forwarding a letter from the keeper of Yaquina Head, Ore., Light-Station, complaining that the two keepers are overworked at that station, especially during the season when visitors are numberous, the Board states that it has decided to allow a second assistant keeper at that station, and requests you to nominate a suitable person for the position.
