Sir: I have the honor to submit the following Report of Operations for the year ending June 30th. Thirteenth District The Thirteenth District embraces all aids to navigation on the Pacific Coast of the U.S. north of the southern boundary of Oregon and embraces the coast of Oregon and the Washington** Territory. (of Washington) Engineer Major H. M. Robert Corps of Engineers, U.S.A. There are in this district Light-houses 11

connected with the transportation of materials. Since commencement of work in the Fall of 71 the lighters have (been) destroyed twice and the Schooner engaged in bringing materials from San Francisco had been obliged to discharge most of her freight at Newport, to be reshipped in milder weather. Vessel twice getting on the Bar, at the mouth of Yaquina Bay and once partially wrecked. Part of the materials have been hauled for Newport six miles over an almost impassible road to the L.H site. The metal work was completed at Portland, Oregon, June 1 1872. After the failure of persistent efforts to charter a vessel for carrying iron & Brick from Portland to the Cape, the metal work was shipped via San Francisco. About one half the time since the work began has been lost on account of the difficulties of transportation. The foundation of Tower has been laid, & work commenced on the Keeper's Dwelling, a double (2 story - crossed out) frame house. Both will probably be completed this season. Point Adams (As or near Point Adams in the south side of the - crossed out) mouth of the Columbia River, Oregon. The daily growing home & foreign Commerce of the Columbia & Willamette Valleys, demand that additional aids to navigation should be judiciously disposed about this important outlet to the Commerce of the northwest. An appropriation of $30,000 is

There is ample work needed in This District (missing text) employ a Tender during the whole season of navigation, and The ??? of the country Traversed by the North Pacific Rail Road require that the improvements to the navigation of the North Pacific and Puget Sound should not be hindered by the lack of such an important aid. An appropriation is recommended for a Steam Tender, thoroughly fitted for handling and carrying freight. (entire section above crossed out)
