(3 enclosures)

Office of the Light House Engineer THIRTEENTH DISTRICT, Portland, Oregon, July 22nd, 1877

Rear Admiral Wm B. Shubrick Chairman Light House Board, Washington, D.C.

Sir:

I enclose a proposal made by Mr. Brown for duplicating at Cape Foulweather the Keepers' Dwelling he is now building at Cape Disappointment. He was the lowest bidder for that work after it was advertized fifteen days & the present bid is lower than the bid for Cape Disappointment after taking into consideration what he has to pay for freight. There will be at least four hundred tons of freight for the Dwelling. I had not supposed it possible to get bids as low as this, judging from what I learned of prices here when the contract for Cape Disappointment was made - or I would have recommended that I be authorized to advertize for bids. The rainy season comes so early that it would be impracticable to advertize now & go through all the forms required for contracts if any work had to be done on the building this summer. (262)

The question arises whether I can in open market or as most private parties do in building, get info bids & make an agreement with the lowest responsible bidder to do the work under my supervision, when I can get the work done well & more economically. The tower I should much prefer to build myself, but the Dwelling I believe would be about as well built by contract & at a much lower figure. The Eight Hour law alone adds one-fourth to the expense of Labor at Light Houses, which are distant from the homes of the men & where there would be no inducement for them to work for any less on acc't of the reduced length of the day. I have written a letter, a copy of which is enclosed, to all the bidders on the Cape Disappointment Dwelling, a copy of which I sent with the enclosed letter to Mr. Ben Simpson, Yaquina Bay, who spoke to me sometime since about employing an Architect to make an estimate on the building as soon as plans & specifications were settled. As the result of all my inquiries these are the only parties I have heard of who would be apt to bid on the work if advertized. The diff- (263)

iculty with parties here is that freights are too high from here to points on the Coast - much higher than from San Francisco, & they are not well acquainted with the San Francisco markets. I can buy bricks at $2 (per ton) less here than in California but the brick dealers have been unable to make any arrangements for freighting. Mr. Ben Simpson's agent this week tried what he could do in the matter, but gave it up as useless. I do not think anyone but Mr. Simpson can compete with the bid of Mr. Brown, but I will know by the 5th of August. I would respectfully request to be informed by telegraph if I am authorized to contract at once for the erection of the Dwelling at Cape Foulweather with the lowest bidder: the amount of course will not exceed that in the enclosed bid.

Very respectfully, Your obedient servant,

Henry M Robert Maj. of Eng'rs & L.H. Eng'r, Thirteenth District. (264)
