Sir:

I have the honor to forward for approval the following papers relative to contracts made August 14 with Chas F. Brown to build a Light Keepers dwelling at Cape Foulweather, Oregon.

Articles of Agreement. Bonds & Oaths Quadruplicate Specifications " (quadruplicate) Bids one copy Letter addressed to parties asking them to bid " (one copy)

Messrs. Bain & Braden sent to me verbal messages that the location was too distant for them to bid.

Plans. exact duplicates of those for Cape Disappointment, Light Keepers dwelling, will be mailed as soon as they can be prepared.

I have the honor to state that in this District all bids for work, Government or private, are made in coin.

Your letter of July 20 was not received till after the bids were made on this contract. When I found that the contract could not be made in Legal Tenders, excepting by adding five per cent to the present equivalent in Legal Tenders to cover all contingencies.

This would add $600 to the contract price; therefore, I have made the contract in coin.

The following is my annual report of Light House Operations to July 1, 1871.

This district embraces all aids to navigation on the Pacific Coast of the United States north of the boundary between California & Oregon (crossed out "42nd parallel of latitude).

There are in this district Light Houses built and to be built. (crossed out)

407. Yaquina Bay Oregon The Light House at this point was commenced May 1 1871 and will be completed about September 30 1871.

408. Cape Foulweather, Sea Coast of Oregon. For the erection of a 1st Class Seacoast light at or near this point, at the last session of Congress there was appropriated $90,000?? It is proposed to erect a brick tower 80 feet from the ground to the focal plane, giving the focal plane a height of about 150 feet from the Sea. Work will be commenced about the 1st of September 1871 and it will be completed in the present fiscal year (crossed out: "and it will probably require nearly one year to complete it").
