District Council of Lincoln Minutes of Meeting held on 16th March 1945 Present Crs W G Morgan, (Chair) H J Blacker, Jas Doudle, R F Richardson, G C Smith & P Woods . also Clerk A H Taylor & Overseer K S McFarlane. Minutes of previous meeting read & confirmed Financial Statement showed Credit Bal of £4485.9.1 Correspondence Edilliliie Town & Recreation Reserve - Secy H & L Govt advising that the area of Town of Edillilie had been reduced and areas dedicated as Park Lands and also as a Recreation Reserve and placed under the Care, Control, & Management of this Council as Proclaimed in Govt Gazette of 1st March 1945 Pages 339/40 Recd

Loan of Fire Extinghishers Commr of Civil Defence - That approval had been granted for the loan to this Council of one Fire Extinguisher for the better protection of the Trailer Pump at Cummins - Extinguisher will be delivered charged - and re charging should be done under Councils Supervision. Recd. Re Trailer Pump Yeelanna Also in reply to Councils letter - Regret that Limited supply of Trailer Pumps will not permit of one being issued for Yeelanna. RcdCamp Site- Director of Lands - stating that Camp Site Coffin Bay held by HG Baker was now let to ML Bailey 19 McBride Terrace, Whyalla. Mr Russell M H R - In Reply to Councils letter re Suggested Regional Wireless Station in a Central position on Eyre Peninsula and stating he will bring the matter before the proper authorities. Recd

Prime Minister - Re Third Victory Loan . Recd

Cummins Elect Light Manager Cummins Electric Supply 28.2.45, stating that as they were unable to obtain parts for their small Engine - they were now installing another engine, and as soon as this is installed - there will be a continuous service again. Recd

Re Road though Sec 19 Hd Cummins J Whitburne School Inspector Pt Lincoln requesting repairs be done to the road through Section 19 Hd Cummins,to enable the School Bus from Yeelanna to Area School Cummins to use this road as a deviation on the route from Yeelanna. Prop Cr Blacker/ Sec Cr Smith}That Council regret that owing to Labour Shortage it is impossible to do anything to this road before the winter. Carried.

Pipe across Road Hay & Chaff Acquisition Committee Pt Lincoln made application for permission to lay a water pipe across the road to Block1 Section 3a Hd Cummins to Wheat Stacks. Clerk reported he had granted permission for this to be done the matter being urgent. Prop Cr Smith/ Sec Cr Richardson} That the action of Clerk in granting permission be endorsed. Carried.

Dog Discs- Highways Dept advised that the Tender of A Simpson & Sons for the supply of Dog Discs had been accepted for the year 1945/46. Recd Conference- Secy E P Local Govt Association stating arrangements had been made for the accommodation of Councils representatives to the Conference at Streaky Bay on 9th April. Also Agenda and additions to same for discusson at the Conference.

Agreement with J Haarsma- Agreement between Council & J Haarsma for Conveying Light from his Garage along, and across the Street to his residence at Yeelanna for Signature, and was duly signed & sealed.

Transfer of Lands Registrar General of Deeds advised the Registration of the following Transfers of Land. Crown to Puckridge PL Lease of Secs 3w 49 & 86 Hd Wanilla Ritchie Sir Geo/ Dec to Ritchie Dame CA Secs 15.23.24 Hd Wanilla Bartley W P to McSweeney M S Lot 21 of Blk 1 of Sec 3a Cummins Walkom W B & Anr to Trigg M G 23 & 68 of Sec 2w Cummins Walkom W B & Anr to Baldock Rita MJ 24 & 67 of Sec 2w Cummins Letton S R to Coffey A P Suburban Secs 64.65 Edillilie Painter E W (Trustee) to Wagner K R Section 25 Hd Shannon Prop Cr Doudle/ Sec Cr Woods} That Clerk be authorised to make the above alterations in Assessment Book. Carried. Report Overseers Report for month was read Prop Cr Doudle/ Sec Cr Woods} That Overseers Report as read be adopted. Carried.

Petrol Cr Blacker stated it was necessary to have Petrol for Trailer Pump and Clerk was instructed to make application for a Seasonal Licence for same.

Cr Richardson requested that 1 mile of grading be done on road between Sections 46E & 64 Hd Wanilla near Forest Reserve while the Plant is near there. granted. Fire Controller Wangary Prop Cr M Morgan/ That as P L Puckridge has left Wangary his resignation as Fire Controller for Hd Lake Wangary be accepted and that Robert E Hull be appointed Fire Controller in his stead subject to his accepting the position. Seconded by Cr Smith and Carried. Vermin. Re Simulaneous Destruction of Vermin Summer Period. Clerk to report that a very good effort resulted in reducing the rabbits.

Petition for 2 Councillors for Mortlock Ward. A Petition to the Council was received from a large number of Ratepayers of Mortlock Ward requesting the appointment of one more Councillor for Mortlock Ward. As this petition should be addressed to the Governor note Clause 36 of L .G Act - this was referred back to Cummins per the Councillor for correction.

Re Land for Aerodrome The Chairman pointed out that it will be necessary to obtain all particulars of the land if required & suitable for an Aerodrome before consideration by the Council - viz if Freehold or Lease Hold and if a clear title is obtainable.
