District Council of Lincoln Minutes of Meeting held on 15th October 1943 Present Cr W G Morgan (Chair) H J Blacker, Jas Doudle, R F Richardson, G C Smith & P Woods also Clerk A H Taylor. Minutes of previous meeting read & confired. Financial Statement presented showed a Credit of £2167.3.3 Correspondence Re Alterations of Council Boundaries Highways Dept acknowledging receipt of letter re suggested alteration of Boundaries and stating that any proposal that do not run counter to the Local Govt Act will receive prompt consideration. Clerk was instructed to write to Mr E H Edmonds President E.P. Loc Govt Assoc and ask if any arrangements have been made for enewing the Annual Conference of the Association.

Grants Main G in Aid Highways advising the following grants had been allotted to this Council for Current year:- £400 for Patrolling Main Road No 9 (Flinders Highway) £258 as Grant - in Aid.

Camp Site Highways advising that O E Hetzel had been granted a licence to occupy ¼ Acre as a Camp site adjoining Section 233 Acre Dutton Bay for 12 months from 1.10.43. Recd

Re Roads Hd Wanilla W A Norman & Coy advised that Mr J T Mortlock had agreed to sell to S A Government all his property in Hd of Wanilla subject to the approval of the Supreme Court. The agreement provides that Govt shall effect the exchange of Roads as arranged by Mr Mortlock and this Council in accordance with plan prepared by Mr G D Moore, and when sale is completed the exchange of roads will be done through Surveyor Generals Office.

General Manager Savings Bank of S A - Invitation to Chairman & Clerk to lunch at Pier Hotel on 13th Oct - Chairman reported having accepted the invitation and heard the report of their Directors on the money available for loans.

Donation Travellers Aid Society Building Funds appeal for sale of Badges etc- owing to the difficulty in organising a badge day in Council area, Prop Cr Richardson/ Sec by Cr Woods} that Council donate £1.1.0 to the fund. Carried.

Donation Minda Home Inc - Annual Appeal for Funds Prop Cr Doudle/ Sec Cr Woods} - That the usual £1.1.0 be donated. Carried. Transfers of Land Lands Dept advised the following Transfers of Land had been Registered. necessity for all home gardeners to produce more vegetables for the duration of the War. Prop Cr Richardson/ Sec Cr Woods} - That Clerk reply that this Council will co-operate and do all they can to increase the production of vegetables in this district. Carried. Report Overseers Report was read (in his absence through illness) Prop Cr Smith/ Sec Cr Blacker }- That Overseers report as read be adopted. Carried,

Re Road to Uley Mine Inspector Ayling waited on the Council and stated that he came to inspect the road to the Uley Graphite Mine and that following his report there will probably be a grant alloted to put same in order.

Obstruction on Road Following the report of the Overseer on his inspection of the obstruction on the road adjoining Mr C K Ritchies Sec 4 Hd Wanilla Prop Cr Richardson/ Sec Cr Smith} - That following his promise to the Overseer, Mr Ritchie be requested to remove the Machinery and other obstructions, and the Centre gates from the road between Sections 4 Hd Wanilla and 2W Hd Uley to allow free access of stock along the road. Carried.

Requests Cr Woods requested That when the pipes are removed from the road past Mr Derringtons, they be put in near T HWoods. Also that the watercourse near the entrance to Mr Chapmans be diverted from the road into its natural Course. Also that a few more holes be filled in near Little Swamp. Granted Cr Smith asked that the Patrol Grader A be started working as soon as possible. Accountsc £200.18.11.
