A Communication from Mr Robert Balmer was read
asking permission to have the City Hall reserved on the 15th
November permission for the lecture by Mr Justin McCarthy
Granted.

Ald. Redden brought up the petition of the Kingston
Mechanics Institute for a remission of Taxes

On motion of Ald. Redden seconded by Ald. Hobart

Ordered, That the petition of the Mechanics Institute
be granted on the usual terms

Sundry petitions respecting Taxes were submitted
and referred to the Court of Revision

Ald. Thompson brought up the petition of Mr Power
& Co Re Taxes - Referred to the Court of Revision

Ald. Carson brought up the petition of George Brown
Taxes - Referred to the Court of Revision

Ald. Shannon brought up the petition of W. [A.?] Webster
and others praying that Herkmer street be changed to
Stuart street - Referred to the Committee on Streets

Ald. Thompson brought up the petition of Walkem &
Walkem and others to plant trees on Clarence street - Referrred
to the Committee on Streets &c

Ald. Thompson brought up the petition of N. G. McCullagh
asking for a remission of license fee on Billiard Table -
Referred to the Committee on Licenses

Ald. Harty from the Committee on Finance and
accounts brought up a Report (Number 428 Book E.)
which was read and adopted

The Chairman from the Committee on Streets &
Improvements brought up a report (Number 429 Book E.)
which was read. Ald. Eilbeck here entered

On motion of Ald. Thompson seconded by Ald. Robinson

Ordered, That the Report of the Committee on
Streets and Improvements be received and adopted except
that part of the report referring to Young street which stands
for the present.

A Report from William Irving Esquire City Engineer
was read Re Construction of Drain on Earl street under
the local improvements act

Ald. Thompson introduced a By Law to authorise
the Construction of a Common sewer in parts of Earl street
in the City of Kingston as a local work and improvement
under the provisions in that behalf of the Consolidated
Municipal Act of 1883 and amendments - which was
read a first time

The 30th Rule was suspended and the Council went
into Committee of the whole on the second reading

The Council resumed

The Committee rose, and the Chairman reported the
second reading of the By Law clause by clause
