115 Columbai Oct 7th 1895 The TownCouncil of theCity ofColumbia met persuant to adjournment Mayor Pierson presiding: roll Call and following councilmen present, Clader Kelso, Groat & Almquist Minutes of thelast meeting read approved. Street Committee report Bridge repaired for present use and reommend new covering; H H A Hasting granted permission to have driveway across sidewalk in front of Lot 130 Block recommend refilling of ditch made across lot 145 Block 6 Recommend that ditch across property be cleaned out and used to drain property on east side of car line and low ground on West and also recommend filling in low ground on Ferdinand St at East Side of Car Line and drain through ditch to lead to culvert under the Car line south of Hudson St Report of Town Treasurer rec'd and referred to Finance Commitee: Report of Marshal read and referred to finance committee City Attorney submitted and Ordinance to regulate the erection and maintenance of dangerous and unsafe building and providing a penalty: read and laid on the table until next meeting City Attorney submitted an Ordinance to regulate the use of Streets; Avenues and Alleys in certain [?] imposing a penalty read and laid on the table until next meeting: Mayor and City Attorney appointed and authorized to take steps necessary in recovering money in hands of County Commissioner and due the Town of Columbia Salary warrants ordered as follows: J C Huff Marshal 3 months $12.50 W S McCarley City Atty 3 months $30.00 B R Shaw Town Clerk 3 months $25.00 Total $67.50 Mr Fisher agt for Submitted Plat fo Theri property and requested Council to adopt the same. On motionwas laid over for Special Meeting.

116 Street Committee authorized to repair Sidewalks where needed: Treasurer Authorized to call in and pay Water Fund. Warrants as follows: Nos 1, 2, 3 & 4: There being no Ordinance providing for calling in of Warrants; city Attorney was requested to prepair one, and present it at our special meeting There being a vacancy in the Office of Police Judge: E L Hepler was appinted to fill the same: Present standing committees being not properly appointed the Mayor discharges them, And appoints the following Committee of Streets and Alleys, J R Kelso and C N Groat: On Motion meeting adjourned Mayor gave notice of Special Meeting on Monday Eve Oct 14th 1895 to consider Ordinances, Platt of Mr Fisher and look into matter collect grade assessments on Angeline and Columbus Sts J A Kelso Town Clerk pro tem Approved Oct 14th 1896 Mayor

117 Columbia Oct 14th 1895 The Town Council of the Town of Columbia met by Special Call of the Mayor to consider certain Ordinance relating to opening Streets and Alleys. And regulating the erection and maintainance of dangerous and unsafe buildings. Also to consider Platt as introduced by Mr Fisher and to take action in regard to Street Grade Assessments; The meeting was called to order and presided over by the mayor, councilman present Groat, Almquist and Kelso Absent Calder and Chase Minutes of last meeting read and approved Communication from C P Sanders claiming road running south to Wetmores Place in bad condition, referred to St Committee: Communication from H H A Hastings accompanied by ordinance asking a Franchise to build Wharf at Lake and Grade Street leading from Same laid over until next regular meeting: Ordinance No 56 relating to obstructing Streets and Alley read 2nd time and on motion was carried Ordinance No 57 regulating the erection and Maintenance of Dangerous and Unsafe Buildings: was read 2d time and onmotion was carried Ordinance No 58 Introduced by City Attorney regulating the paying of Warrants laid until next regular meeting: On motion: resolution for Wife to join Husbands as sureties: be repealed as to Police Justice: City Attorney was, on motion instructed to prepare notice to be served by the Marshal on owners of unsafe building adjoining alley and situated on Lot - Block Platt offered by Mr Fisher at previous meetin was taken up and carefully considered and on motion was rejected as platted but willing to accept the platt if changed so as to continue Renton Ave to connect with Winston St and that Renton Ave

121 Columbia Wash Nov 12th 1895 The Town Council met pursuant to call of the Mayor. Special meeting being called for the purposes of electing a Marshal and Clerk having resigned Mayor Pierson presiding present Groat, Calder and Kelso: On motion the appointment of A H Hepler by the Marshal as Deputy in his absence was confirmed and Appointment & Oath of officer placed on file. On motion J A Kelso was appointed as Clerk and Oath of Office Filed. J A Kelso being elected Town Clerk Tendered his resignation as councilman and on Motion was read and accepted: On motion meeting adjourned J A Kelso Clerk Columbia Wash Nov 18th 1895 The Town Council met persuant to call of of considering Platt offered by Mr. Fisher agt of Oregon Trust Co. Mayor Presodong Present Groat Calder andAlmquist: Mr Fisher agt for the Oregon Loan & Trust Co offered Platt for the consideration of the council which was examined and on motion was laid over until the next regular meeting: On motin the City Attorney was instructed to draft an Ordinance for the action of the council pertaining to the new platts and additions: On motion Meeting adjourned J A Kelso Clerk Approved Dec 2d 1895 mayor

122 Columbia Wash Dec 2d 1895 The town Council of the Town of Columbia met in regular meeting: Mayor Peirson presiding Roll called and councilmen Groat Almquist & Chase answered present Absent : Calder Minutes of last meetings read and approved: No Committee Reports: On motion: platt of addition as presented by Mr Fisher was accepted and Mayor & Clerk authorized to sign the same: A motionwas made & 2ded that an Ordinance be drawn and presented at the next meeting providing for the extension of penalty on St Grade assessments be granted to March 1 Ordinance No 60 being introduced at special meeting held on Nov 18th 1895 was taken up on 2d reading and on motion was passed and approved by the Mayor. Bill of the Post Intelligencer Co for Publishing notice of registration the sum of $5.80 read . And on motion warrants ordered drawn on the emergency fund for the same Bill of B B Dearborn printer: for Ballots in the sum of $1.75 was read and on motion warrant on emergency fund was ordered drawn: Application of Transportation Co taken up. and after hearing Mr Hastings regard for the same was by the Mayor referred to the Council to act as a committee of the whole: Matter of collecting of St Grade taxes laid over for business of new Council On motion meeting adjourned J A Kelso Clerk Approved Jan 6th 1896 Mayor
