Sir:

Referring to your letter of 22 May, '03, asking the appointment of Mr. Fred J. Booth as Laborer in the Light-House Service, to care for the Yaquina Bar Range, Government Wharf, and Middle Ground Beacons Lights, Yaquina Bay, Oreg., with pay at the rate of $40. a month from 1 may, '03, in accordance with the provisions of Civil Service Rule 3 Section A, the Board states that it infers that you mean Civil Service Rule III. Section 8(a), which is now, under the Revised Civil Service Rules, Rule II. Section 3. The rate of pay which you recommend, $40. a month, is in excess of the rate allowed for Laborers appointed without examination, the limit being $300. a year.

The Board requests you to make further explanation in regard to the nomination of Mr. Booth and also requests you to state how these beacon lights have been cared for up to the present time, as the records of this office do not show that any Laborers have been authorized to care for them.

Sir:

Referring to your letter of 9 June, '03, relative to the appointment of Mr. Fred J. Booth as Laborer to care for Yaguina Bar Range, Government Wharf and Middle Ground Beacon Lights, Yaquina Bay, Oreg., and referring to the Board's letter of 13 May, '03, in regard to the localities in which post lights are to be maintained under the appropriation for Lighting of Rivers, the Board states that Yaquina Bay, in which these light are situated, does not come within the localities named in the appropriation for Lighting of Rivers. These lights are therefore beacon lights, as you designate them in the first paragraph of your letter, and not post lights, and the Laborer in charge of them should never have been paid from Lighting of Rivers. Instructions in regard to the payment of the Laborer, and the reasons therefor, to the end of the present quarter, have been given in a letter dated 18 June, '03. Your attention is also invited to a telegram, dated 23 Oct. '94, sent to your office, in regard to these lights.

Commander O.W. Farenholt, U.S.N., Inspector 13th L.H. District, Portland, Oreg.

Sir: The Board, at its session on 5 Nov., '94, decided to establish inexpensive beacon lights at Yaquina Bay, Oreg, at a cost not to exceed $300., to be paid for from the appropriation, Repairs of Light-Houses.

The Engineer of the 13th Light-House District has been directed to take the proper measures for the establishment of these lights. The Board requests you to take the proper measures for employing a laborer to act as keeper of these lights, as not more than ten dollars per month, each.

Sir: Referring to your letter of the 17th November, 1894, the Board has to say that your recommendations are approved and that you are authorized to pay Mr. J. McCullum of Newport, Oregon, $100.00 for the recovery and delivery on the Government wharf at Newport, Oregon, of the Yaquina Bay whistling buoy which went adrift and lodged among the rocks north of the Cape Foulweather Light Station, and which can not be recovered by the tender. The authority to pay the above amount for the recovery of the buoy is conditional upon its delivery at Newport, Oregon, in fair condition. The bids forwarded with your letter are returned herewith. Sir: Your letter of 24 Nov., '94, relating to the lights to be established at Yaquina Bay, has been received. In reply, the Board requests you to confer with the Engineer of the District, and with him make a joint report and recommendatioin as to the location of these lights, and the number of lights now recommended.
