Gentlemen- Your petitioners respectfully represent that they reside on Fountain Str., between Waterton and Elaine Strs. and are desirous of having their buildings connected with the city water pipes. A two-inch pipe could be run from Waterton Str. along Fountain Str. to Elaine, one block, or about 360 ft., or if the city prefers 120 ft less could be sufficent to make all connections with the buildings of petitioners. Gentlemen:

The statements made in the annexed petition of Lyman E. Knapp I find to be true. I think it proper that the first part of the petition, to wit that the Treasurer had authorized to apply $708.19 of the $826.74 excess heretofore paid, to the benefit of the twenty one lots within the district, should by ordinance reciting all the facts, be granted.

The second half of the petition, that relating to the rebate of the remaining $118.75, I do not think can be granted until all warrants on the street are paid.

TO THE HONORABLE POLICE COMMISSION OF THE CITY OF SEATTLE.

Gentlemen:

The importance of the thorough equipment of the Police Force is a subject worthy of due consideration by your Honorable body. If any number of men suddenly form themselves into a mob and began to destroy property and jeopardize life, the city of Seattle should be able to mass at any point inside of an hour her entire Police Force thoroughly drilled and equipped sworn to preserve the peace of the city and the dignity of the Government.

I would recommend that suitable action be taken by your Honorable body relative to the purchase, by the city of Seattle, at an early date, of One Hundred improved Springfield rifles to be kept at Police Headquarters for use in an emergency.
