my houses so I could rent them to better advantage whereupon the Supt charged me one dollar extra for the water upstairs in each house thereby taking just one fifth of the my rents. and this because each house was supplied by two separate familys Now why should a man be charged twice as much for five persons occupying the same house and using water from the same service, as he would be for eight persons occupying the same house and using water from the same service simply because in the one case those occupying one room are known by the name Jones, and those occupying another room in the same house are known by the name of Brown, and in the other case all answer to the same name. Now I have not had a many as eight persons in either of my houses for more that a year past, but have been obliged to pay on each house the full rate for 18 persons. Now in all candure I do think that this sort of thing should not be allowed to go any longer, and I do think that I should be allowed a rebate on my water rent equal to the amount erronously collected. which is $16.00 being $2.00 per month (one dollar each house)

126 JOURNAL OF THE PROCEEDINGS OF THE Dec 21 1886 Be it remembered that on this 21st day of December 1886 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following affairs are present to wit: His Honor the Mayor W H Shoudy and Councilmen C W Coulter, J Furth, Joseph Green, J.D. Hinckley, R Russell & C. F. Reitze The minutes of the previous meetings were read and approved Petitions & Communications Petition of Western Union Telegraph Company for permission to stretch its wires along the Grant Street Plank Road. Referred to the Street Committee and returned by the Committee recommending that the petition be granted provided the work was done under the direction of the Street Commissioner. adopted. Petition of Thomas & Davis et al for modification of Ordinance No. 767. so as to permit payments to be made quarterly for liquor licenses. Referred to Committee on License & Revenue. Petition of Melody Choir for the opening of Filbert Street Referred to Street Committee Petition of Sisters of Providence Hospital for renemer -ation in the sum of $218.00 for care of wounded rioters. Referred to Finance Committee. Communication from the three Assemblies of the Knights of Labor in Seattle asking that Street Commissioner L. Cummings be discharged and that Charles Brown be re-employed on the Streets for the reason that it is alleged that Street Commissioner Cummings discharged the said Brown from the Street force for political reasons. Referred to Judiciary Committee.

144 Columbia Feby 4th 1895 The Town Council met persuant to adjournment Mayor Pierson presiding Roll Call and the followingCouncilmen present; McKay, Groat & Almquist The minutes of the last meeting read and on motion approved. A communication from Fred H Peterson in reference to the suit to reclaim the land known as Park read and on motion ordered placed on file and on motion the Park Committee discharged from further service. Report from the Marshal Brown reand and on motion accepted and ordered placed on file. A petition from Rainier Lodge #184 I O G P read asking for better protection of their property and on motion the same was ordered placed on file. and a committee of one appointed to inform the members of the Columbia Athletic Club that unless better usuage of the Hall and contents is maintained they will be refused the use of same. Ordinance #50 fixing the bonds and the compensation of the Officers of the Town of Columbia read and on motion passed by the Council and approved by the Mayor. Ordinance #51 defining the duties of the City Attorney and fixing his compensation read and on motion passed by the Council and approved by the Mayor The folllowing standing committees are appointed by the Mayor. On Water Councilmen Calder, Groat and Almquist On Streets and Alleys, Almquist, Chase and McKay On Finance, McKay, Groat & Chase On Health, Groat, Calder & Chase On Public Buildings and Wharves, Chase, McKay and Calder Bill from D C Brown for salary for the month of January as Marshal $8.33 read and on motion the same was ordered paid.

153 Columbia Wash Feb 11th 1/97 Adjourned meeting of the Town Council ofthe Town of Columbia: Mayor C F Reeves presiding meeting called to order. Roll Called and the following answered to their names. Thad Osgood, Chase, Brown and Cameron Reading of minutes postponed. Street Com. report progress on walk and ask further time which was granted: Alos report on Rainier Ave a being in bad condition: Attorney reports pregress in Grade assessments: and promised full report at next meeting: On motion The marshal was ordered to furnish 1 cord of wood at Town Hall. And Same be paid out of the Emergency fund: On motion & 2d the Council proceeded to the election of Police Judge. L A Osgood was nominated for police Judge and on motion & 2d was elected by acclamation: On motion and 2d The Attorney was instructed to draft and Ordinance regulating the running at large of kinds of stock: and present the same at next meeting. Bond of W S McCurley was read and a motion to approve the same was lost. On motion attorney was granted further time to file and amended Bond and on motion D C Brown and O S Chase were appointed a committee to examine and report on same at our next meeting.
