ORDINANCE NO. 138. AMENDING ORDINANCE NO. 110, ESTABLISHING GRADES IN THE CITY OF SEATTLE. Approved May 17, 1877. (Repealed by ordinance No. 140.)

ORDINACE NO. 139. IN RELATION TO THE DISCHARGE OF BALLAST, STONE, GRAVEL EARTH OR OTHER MATERIAL IN THE HARBOR OF THE CITY OF SEATTLE. Approved June 20, 1877. (Superceded by Ordinance No. 179.)

ORDINANCE NO. 140. AMENDING ORDINANCE NO. 138. ENTITLED "ORDINANCE NO. 138; AMENDING ORDINANCE NO. 110, ESTABLISHING GRADES IN THE CITY OF SEATTLE. Approved July 2, 1877. The City of Seattle does ordain as follows:

SECTION 1. -- That a base or datum line to which the grades of the City shall be referred is hereby established at an elevation of nine feet and six tenths of a foot (9 6-10) below the level of the top of the granite step in the doorway of Dexter Horton & Co.'s stone bank building on Commercial Street at the corner of Washington street.

SEC. 2. -- That the grades for the streets of the City shall be at the following elevations above datum:

H. Manning et al for the opening of Third Street from Battery Street to Blanchard Street. Referred to the committee on Streets and Street Improvements From the Heirs at Law of Fred Slother Dec'd for the adjustment of sidewalk tax for Jackson Street sidewalk tax levy under Ordinance No. 283, Referred to the Committee on Streets and Street Improvements. From Roswell Scott et al for an Ordinance prohibiting the wearing of bells on animals. Referred to the Committee on Streets and Street Improvements From M Densmore et al for an Ordinance changing the Grade on Union Street from Front Street to8th Street and to have Union Street u-graded. Referred to the Committee on Streets and Street Impr -ovements. From Robert Kaupe et al for an Ordinance to construct side walks on both sides of Union Street from Front Street to the East side of Eighth Street. Referred to the Committee on Street and Street Improvement. From Geo Harlip for the right to erect a fish stand. Referred to the Committee on Streets And Street Imrpovements From W.R. Brawley et al for the opening of Washington Street from 10th to 11th Street, and for the opening of 11th Street from Washington Street to Main Street. Referred to Committee on Lic -ences and Revenue. From Moses Keezer et al for a gas lamp corner Mill and Terrace Streets. Referred to Committe on Gas Lights. From F. X. Prefontaine for a gas lamp corner 4th and Washington Streets. Referred to Committee on Gas Lights. Remonstrances Received From W. C. Hawthorne et al against the proposed regrading of Union Street. Referred to the Committee on Public Buildings, Property and Grounds. Communications Received From City Surveyor recommending the changing of the gradeline on 2d Street between Mill and King Streets. Referred to Committee on Streets and Street Improvements From City Attorney submitting to amend ordinance No. 197. Reports of Committees received From Judiciary and Legislative Submitting an ordinance to amend Sections 2 & 3 of ordinance No 246 From Public Buildings, Property and Grounds on certain needed changes required in New City Engine House. Ordered that the matter be referred to said Committee with instructions to act in the premises & to report thereon at next meeting From Health and Police recommending that the Police Force be uniformed. Recommitted with instructions to submit proper style of uniform.

The Street Committee report that they have considered the application of S L Bowman for a street-railway franchise, made to the city council on the 27thof June; that they are opposed to the granting of any franchise for a street railway along Weller Street at prosent, while questions as to the grade of that street and the constructionof the roadway thereof are unsettled; but that Mr. Bowman has expressed to yout committee his willingness to m odify his application so as to ask for the franchise desired by him over the following route: Beginning on Washington Street at the west line of the sidewalk on the east side of Railroad Avenue; running thence east along Washington Street to the line of Sixteenth Street in Sander's Supplemental Plat projected northward; thence south through private property along said line of said Sixteenth Street projected northward, to and across Jackson Street; thence in an easterly, southeasterly or southerly direction through private property to Twenty Fifth Street in Sander's Supplemental Plat; thence south along said Twenty Fifth Street to State Street; thence east along State Street to the line of Twenty Fourth Street in the plat of Central Seattle projected northward; thence south along the line of said Twenty Fourth Street projected northward, to Grand Street; thence east along Grand Street to Twenty Fifth Street in said plat of Central Seattle; thence south along said Twenty Fifth Street to Walker Street; and thence in an easterly, southeasterly or southerly dierction , by the most practicable route, through private propety and along or across any street or streets necssary or desirable to be included in such route, to the south boundry line of the City of Seattle. And your committee respectfully report in favor of granting to said S L Bowman a franchise, with porper conditions and restrictions, for the constructions and operationofa street railway along the route above designated. From Street Comtee on the petition of John Keenen et als recommending that the Street Commissioner be instructed to remove the slide in Washington Street. Battery & 3rd Sts. $700.00 Ordinances An Ordinance is submitted entitled "An Ordinance defining and prescribing the punishment of certain misdemeanors"; After due Consideration said Ordinance is adopted upon following vote, towit: In favor of adoption Clancy, Harris, Keenen, Northrup, Ranke, Rasin & Wusthoff, against adoption none.
