Seattle Wash., Sept, 23rd-1889 Gentlemen; We the undersigned property owners and residentants, living upon Alton Street, in the said city of Seattle, would humbly pray that your honorable body will grant our request for the placing of six electric lights, places as follows: to-wit; one on east side of Alton St between Jackson and King Streets, and one on north-east corner of King & Alton Street, and one on the east far side of Alton between King and Weller Streets and one on the north-west corner of Alton and Weller Streets, aand one on the East side of Alton between Weller and Cullen Streets, and one on the corner of Cullen and Alton Street, we are humbly yours. 23 THE COMMON COUNCIL OF THE CITY OF SEATTLE is granted and it is ordered that a Warrant be drawn for the sum of $4.00 on the Road Fund in favor of said Murphy. The petition of Frances McDaniel is received praying for the remitting of a Road Poll Tax, thereupon the petition is referred to the Finance Committee A petition is received from C.R.Foster praying for the remitting of a Road Poll Tax; thereupon the petition is referred to the Finance Committee A petition is received from Mrs. Sarah J. Plummer & others praying for the erection of a gas lamp at the corner of Second and Main Streets, thereupon the prayer of the petition is granted and a gas lamp is hereby ordered erected as prayed for A petition is received from Mrs. Sarah J. Plummer & others praying for the removal of a nuisance at the foot of Jackson Street; thereupon the same is referred to the Street Committee. The regular monthly reports of the following City Officers are received and ordered filed, to wit: Harbor Master, Street Commissioner, City Treasurer, City Justice, and City Attorney The petition of James Pollock and others is received praying for the construction of a sidewalk along Main Street; Thereupon the prayer of the petition is granted and the same is referred to the Ordinance Committee with instruction to submit an Ordinance providing for such improvement The following bids for furnishing metal Gas Lampposts and received and read to wit: Washington Iron Works for 50 lamp posts at the rate of $13.50 per post Williamson & Kellogg " any number of posts " " " " $12.00 " " Thereupon the bid of Williamson & Kellogg is accepted. Ordered that all lampposts hereafter erected be constructed of metal Ordered that a Warrrant be drawn in Favor of Julius Linberg on the Gas Fund in the Sum of $4.20 for wrong taxation And now a Communication is secured from J.A.Mc Phee as Agent for Raymond & Wilshire agreeing to deliver on the Wharf at Seattle a certain description of Safe for

38 JOURNAL OF THE PROCEEDINGS OF THE Thereupon the following proceedings are had: A communication is received from John Baker asking the appointment as a Special Police Officer ordered filed The regular monthly reports of the following City Offices are received & ordered filed to wit: Health Officer, Harbor Masters Street Commissioner, City Attorney and City Treasurer. The report of the City Justice is referred to the Finance Committee A report is received from the Fire Committee recommending the removal of all China Wash Houses from the Fire Limits thereupon the report is adopted A report is received from the Street Committee upon the petition of E A Turner & others for the opening of Weller Street; Thereupon the report is adopted & the prayer of the petition granted A report is received from the Street Committee upon the petition of James Gleeson & others for the construction of a sidewalk on Jackson Street; thereupon the report is adopted & the prayer of the petition is granted A report is received from the Street Committee upon the petition of J A Stewart & others for the opening of Pine Street thereupon the report is adopted and the prayer of the petition granted And now, this being the time specified in the Notice to Contractors given in pursuance of Ordinance No 257 the Council proceeds to open & consider all bids that have been received for the Construction of the side walk under said Ordinance; thereupon the bid of T P Roberts is opened & read which bid is in consideration of the sum of $745.00 It appearing to the Council that this is the only bid receivedd the consideration thereof is laid over until next meeting Orderd that the new City Cemetary be surveyed and platted under the direction of the Cemetary Committee And now the finance Committee makes their report upon the taxation matter of Melody Choir; thereupon it is ordered that a Warrant be drawn on the City Fund in the sum of $1.81 in full for such wrongful taxation And now the Ordinance Committee returns the petition

51 COMMON COUNCIL OF THE CITY OF SEATTLE And now the Ordinance Committee submit Ordinance No 264 the same being entitled "An Ordinance to provide for the levying and collecting of a special tax for the purpose of raising funds to pay for the construction of the sidewalk along the North side of Main Street from the East side of Seventh Street to the East side of the alley between Fourth and Third Streets, thence crossing said Main Street to the South side thereof and from thence along the South side of said Main Street to the alley between Second and Commercial Streets there connecting with as sidewalk recently constructed by the propriators of the Arlington Hotel, together with all necessary and lawful charges and expenses incident thereto" After due consideration said ordinnce is adopted by the following vote to wit:- In favor of Adoption, John Collins,M Densmore, Wm A Jennings, John Keenan, Moses Keezer and Charles McDonald. Against adoption, none. The petition of James Gleason et al praying for the construction of a side walk on Jackson Street is taken under consideration and the Ordinance Committee is instructed to submit an Ordinance is accordance therewith Ordered that a committee of three be appointed by the Mayor to take into consideration the whole subject of Street grading and all matters relating thereto, to report at the next meeting of the Council. The following Councilmen are appointed such committee to wit: - Moses Keezer, John Collins and Wm A Jennings Ordered that the warrant topay the entire delinquency on the Eighth Street sidewalk be drawn in favor of the Chairman of the finance Committee on the Road Fund and that the amounts hereafter to be collected of said delinquent tax be paid into the Road Fund. Ordered that the City Attorney be instructed to bring at once for the collection of all collectible taxes due on a/c of Eighth Street Sidewalk assessment, makes the same are paid without delay. Ordered that the Committee on City Engine House be instructed to advertise for bids grading the City's
