175 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 20/82 be it remembered thaton this the 20th day of November 1882, the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present to wit: Councilmen John Collins, O F Cosper, Fred Gasch, Charles McDonald, G L Manning & U M Rasin. By reason of the absence from the City His Honor the Mayor Councilman John Collins is elected to the position of acting Mayor to serve during such absence. Thereupon the following proceedings are had: And now the Council proceeds to open & consider the bids received pursuant to notice for certain Improvements on Jackson Street under Ordinance No325. Which read as follows: John Ward Earthwork per cu yd 22 cents Sidewalks & lumber work per M[thousand] $14.00 A H Manning Earthwork per cu yd 24&1/2 cents Cribbing & Sidewalks per M[thousand] $17.00 W Pinkham & Co Earthwork per cu yd 29&1/2 cents crib work per sq yd $3.25 Sidewalks per M[thousand] $18.29 Cummings and Ray Earthwork per cu yd 24&3/4 cents Cribbing per sq yd $2.50 sidewalks per M[thousand] $18.00 F A Minick Earthwork per cu yd 23&7/8 cents Bulkhead per sq yd $2.99 sidewalk per M[thousand] $18.20 C H McLenathen & Co Earthwork per cu yd 28 cents Cribbing per sq yd $2.50 Sidewalks per M[thousand] $18.00 And now it appearingtothe Council that the bid of John Ward is the lowest responsible & best bid & that he is the lowest responsible bidder it is ordered that the Contract be awarded to him upon his giving a bond with good & sufficent surety in the same

And now the Plans and Specifications for the sidewalk on Jackson Street under Ordinance No. 334 are presented & referred to the Committee on Streets & Street Improvements. And now the Plans and Specification for the sidewalk on Seneca Street under Ordinance No. 336 are presented & referred to the Committee on Streets and Streets Improvements. Licenses Granted Vitus Schmid for a grocery. Pool table and Pigeon Hole table. Robt Hahn for a grocery. Chas Anderson for a retail liquor. Ordered that the Council stand now adjourned until Friday December 8 1882. 181 COMMON COUNCIL OF THE CITY OF SEATTLE James and 12th Streets. Referred to the Committee on Streets and Street Improvements. From G. C. Phinney for an allowance for clearing on Pine and 9th Streets. Referred to the Committee on Streets and Street Improvements. From Francis C. Vickery for an ordinance with reference to the removal of rubbish. Referred to the Committee on Health and Police. Committees Reports Received From Councilman John Collins Chairman of the Committee on Public Buildings, Property and Grounds entering his protest against the meeting of the Council in the new City Engine House before the same is delivered by the contractor and accepted by the City. From Councilman O. F. Cosper acting Chairman of the Jail Committee entering the statement that the occupation of the New City Engine House was done after verbal permission first obtained from the contractor. From Streets and Street Improvements on the plans and specifications for sidewalks on Jackson Street under Ordinance No. 335 and Seneca Street under Ordinance No. 336, submitting certain changes on the plans. Adopted and surveyor instructed to make such changes From Streets and Street Improvements recommending that Chin Guan and Charlie Contractors be granted an extension of time in which to complete certain contracts, to wit: on Front Street grade under Ordinance No. 287 six weeks from Dec. 1. 1882; On Union Street grade under Ordinance No. 289 six weeks from Dec. 1. 1882 and on the 2d, 3d and intersecting streets grade two weeks from Dec. 1, 1882. Adopted. From Streets and Street Improvements rejecting the complaints of certain citizens against the manner of grading by Chin Guan and Charlie. Adopted and the prayers of the complaints refused. From Streets and Street Improvements recommending tbat Hoole and Simpson Contractors for the construction of the sidewalk on Union Street under Ordinance No. 324 have further time until December 20, 1882 in which to complete said contract. Adopted.

Seattle W T July 18, 1884 Too the Honorable Mayor and Common Council of the City of Seattle Gentlemen: The petition of G N Alexander asking the judgement to him of the sum of $9819.20 in lieu of scrip issued to him on the Jackson Street improvement fund, (which scrip he has refused to accept) having been refered to you, I have the honor to report as follows: I recommend that said petition be respected: The matter being of great importance, I deem it my duty to give my views of the law, relating to the subject matter of this petition for the information said guidance of the Council.
