To the Hon Mayor & Common Council of the City of Seattle

I the the undersigned do most respectfully petition Your Hon body for the Grading of 5th Street from James to Jefferson in accordance with the Grades now established or that the same may be made passible for a wagon, the improvements of James St having made it impossible for wagons to deliver goods at my residence.

To the Honorable Mayor and Common Council of the City of Seattle,

GENTLEMEN: Your Committee on Streets and Street improvement to whom was referred the petition of John S. Anderson praying for the grading of Fifth Street from James to Jefferson

beg to report that the improvement prayed for would be very expensive, requiring extensive crib work, and a fill of about feet;

That the petition represents only one fourth of the property abutting; That the contractors on the James Street improvement can legally and reasonably refuse, and do refuse, to waste the earth from James Street, where so long a haul is required. We therefore recomend [sic] that the prayer of the petitioner be not granted.
