198 JOURNAL OF THE PROCEEDINGS OF THE Jun 3 1887 Be it remembered that on this 3rd day of June 1887 the Common Council of the City of Seattle met in its council chamber pursuant to law. The following officers are present, to wit: Mayor W H Shoudy and Councilman Coulter, Furth, Frink, Green, Hinkley, Reitze & Russell. The minutes of the last meeting were read and approved. Petitions & Communications Petition of Chas Coppin et al for a twelve (12) inch ironstone sewer in Columbia Street from 12th Street to the Bay. Referred to Com. on Sewers & Drainage. Petition of Wm Lider and Otto Ranke to open the half Street South of Block 12 in Edes & Knights Addition running East & West also to open alley running through same block. Referred to Street Com. Petition of H L Lester & others to grade Mill St. from a point between South Fourth and South Fifth Streets to Williamson Street. Referred to Street Committee. Petition of O J Carr and others to grade West St. from Virginia Street to Cedar Street and build a sidewalk on the Eastern side of said Street. Referred to Street Commitee. Petition of Seattle Cable Road and Water Company for a Street Railway franchise on following Sts. Commencing at the intersection of Front Street & Madison Street, thence along Madison Street to Lake Washington: also, beginning at the intersection of Second & Madison Streets thence along Second Street to James Street thence along James Street to Tenth Street. Thence along Tenth Street to Madison Street. Referred to Street Committee.

210 JOURNAL OF THE PROCEEDINGS OF THE Jun 17 1887 street sewer extended to the east line of Seventh St On motion of Councilman Frink the petition is granted and the surveyor directed to report the size of the sewer required and the Purchasing Agent directed to purchase the necessary material. Communication from Seattle Gas Light Co asking that before action is taken in regard to lighting the City Offices, Engine Houses and Jail the petitioner be permitted to make tenders for the same service. Referred to Street Light Committee Communication for Seattle Cable Road and Water Company concerning the petition for a franhise heretofore filed by said company, stating that the Company will commence work within three months from date of franchise or sooner if required by the Council upon such streets as are now graded & will agree to finish , equip, and operate said Cable Road over all the Streets included within said Cable Road over all the streets included within the franchise within six months after such streets shall have been graded. Referred to Street Committee. Remonstrance of W V Rinehart & others against widening and extending Second Street as proposed. Passed for the present. Petition of W A Stevens for permission to build a two storey wooden building on South side of Washington Street between South Second and South Third Streets Referred to Street Committee. His Honor the Mayor returns to the Council an Ordinance entitled "An Ordinance to widern extend and establish Second Street inthe City of Seattle W T, and to provide for the condemnatinof real estate

294 JOURNAL OF THE PROCEEDINGS OF THE Sep 6 1887 Seattle W T September 6th 1887 Councilmet on this day in its Council Chamber pursuant to adjournment. the following officers are present, to wit: His Honor the Mayor Thos T Minor and Councilmen [J Furth]], J M Frink, R Moran, U R Niesz, R Russell & C F Reitze and W R Forrest clerk The following proceedings are had to wit: Ordinances An Ordinance is submitted by the City Attorney entitled "An Ordinance authorizing the Seattle Cable Road and Water Company, its successors or assigns to construct, operate and maintain a street rail road in the City of Seattle". On motion Councilman Reitze the ordinance is read section by section. After consideration and discussion of said ordinance on motion of Councilman Furth's final action on the Same is postponed until the next regular meeting of the council. Ordered that the Council do now adjourn until Thursday Sept 15th 1887 at 7:30 o'clock PM Approved Thomas T Minor mayor Attest W R Forrest clerk Sep 15 1887 Be it remembered that on this 15th day of September the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. Cole & Pratt Retail Intox 6 months from Sept 3rd. The vote upon issuing said licenses is as follows: to wit: Ayes Furth, Frink, Green, Lake, Moran, Neisz]], Russell & Reitze Nays none. Miscellaneous Ordered that -Fouts be permitted to erect a Fruit Stand on Corner of James & Front Street Provided the chairman of the Street Committee after examination approved of the same. Ordered that J W George be permitted to put in a wooden sewer along South Third St from Main St to the Bay. Ordinances An Ordinance is submitted by the City Atty entitled "An [ordinance] to establish the Grade of Pike Street" which is passed by the following vote In favor of the same Furth, Frink, Green, Lake, Moran, Neisz]], Russell & Reitze Against none. An Ordinance is submitted by the City Atty entitled "An Ordinance authorizing the Seattle Cable road and Water Company it successors or assigns, to construct, operate and maintain a street Reailroad in the City of Seattle" which after due consideration by theCouncil is passed by the following vote viz: In favor of the same Furth, Frink, Green, Lake, Moran, Neisz]], Russell and Reitze Against the same none. Police Officers Elected The council now proceeds to elect four Police officers and the following named persons are duly elected as such viz: D R Hunton, D H Webster, W H Lord and H A Bigelow.
