312 JOURNAL OF THE PROCEEDINGS OF THE Oct 7 1887 "An Ordinance establishing a Board of Park Commissioners for the City of Seattle, Creating the Office of Park Commissioner and prescribing the powers and duties of such board and prescribing the powers and duties of such Board of Park Commissioners" which is passed by the following vote: In favor of same J Furth, J M Frink, Jos Green, T W Lake, R Moran, U R Neisz, R Russell and C F Reitze. Noes none. An Ordinance is submitted by the City Attorney entitled "An Ordinance authoirzing the Seattle Construction Company its successors to assigns to construct operate and maintain a Street Railroad in the City of Seattle" which is passed by the following vote, viz: In favor of the same J Furth, J M Frink, Joseph Green, T W Lake, R Moran, U R Neisz, R Russell and C F Reitze. Against the same none. An Ordinance is submitted by the City Clerk entitled "An Special Ordinance Appropriating money to pay audited bills" which is passed by the following vote, viz: In favor of same J Furth, J M Frink, Jos Green, T W Lake, R Moran, U R Neisz, R Russell and C F Reitze. 321 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 4 1887 Be it remembered that on this 4th day of November 1887 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The Following officers are present, viz: Mayor T T Minor and Councilman J Furth, J M Frink, Joseph Green, T W Lake R Moran, U R Neisz, R Russell & C F Reitze and W A Forrest Clerk. Whereupon the following proceedings are had. Petitions and Communications Petition of L Otto & others for street lights inPine St from Fourth Street to Seventh Street, read and referred to Committee on Street Lights. Petition of Geo E Clancy and others for a Fire Plug corner of Fourth and Washington Streets, read and referred to Committee on Fire & Water. Communication from John Leary President of the Seattle Construction Company accepting the franchise granted said company by said Ordinance No 878 read and ordered filed. Communication from Francis W James asking the Council to take action on plat of James Addition to the City of Seattle submitted for approval, read & on motion tabled for the present. Communication from J M Bennett in regard to nuisance on Commercial Street opposite Arlington Hotel, next to the place of business of the said Bennett, read and on motion the Chief of Police is ordered to abate the nuisance immediately,

349 COMMON COUNCIL OF THE CITY OF SEATTLE William Tierney 1505 Mill St Ord 847 517.50 Estimate of work Albro Gardner 1506 Mill St Ord 847 57.88 Engineer's fees Wilson& Godfrey 1501 7th St Ord 848 1029.00 Engineer's fees Albro Gardner 1502 7th St Ord 848 30.75 Engineer's fees On motion the Seattle Construction Company is granted an extension of forty days (40) time for the commencing of the construction fo the Mill St Cable Road Ordered that the Clerk be directed to advertise for bids for putting up an addition to the City Hall for the purpose of housing the new Hook and Ladder truck. Ordered that the contract with Wm Tierney for the grading of Madison Street not having been completed will be and the same hereby is declared forfeited and the Clerk is directed to advertise for bids to complete said Street and the City Attorney directed to notify the bondsman of the action of the Council. Ordered that a tax of one hundred forty four (144) mills on each and every dollar of the assessed valuation of all the property owners within the assessment created by ordinance No 843 be and the same is hereby levied on said property for the purpose of paying for the grading and sidewalking of said district according to said ordinance No 843. Ordinances An Ordinance is submitted by the City Attorney entitled "An Ordinance proscribing a system for numbering buildings in the City of Seattle, and for the removal of incorrect numbers thereon and the placing of correct numbers on same."

392 JOURNAL OF THE PROCEEDINGS OF THE Feb 17 1888 Resolved, that the time in which work shall be commenced by the Seattle Construction Company under Ordinance No 875 shall be and is hereby extended to and inclusive of March 15th 1888 and that all former extensions of time under said Ordinance is hereby ratified and confirmed. The resolution is adopted by the following vote; viz:: In favor of the same Furth, Green, Lake, Moran, Russell & Reitze. Against the same none. Miscellaneous Ordered that the judiciary Committee be instructed to examine the assessment of Dexter Horton as regards mortgages with power to make corrections. Ordered that the mayor be requested to discontinue the use of the Pest House at the earliest possible monent. Ordered that the Street Commissioner and Chairman of the Street Committee ascertain the amount of sewer pipe required and report the same and that the purchasing agent be instructed to purchase said pipe. Ordered that the City Clerk advertise for bids for painting and calsomining the Council room and offices in the City Hall & that the Committee on Public Buildings & Grounds have power to act on said bids.
