123 Columbia Wash. Jan 6th 1/96 The Town Council of the Town of Columbia met persuant to adjournment. Mayor Peirson presiding: Roll Called: Councilmen present; C N Groat, W D Calder and L Almquist; Absent J D Chase; Minutes of last meeting read and approved. No Committee Reports: Town Treasurer presented his annual report which was read and referred to the incoming finance Committee: Town Clerk presented his annual report which was read and referred to the incoming Finance Committee: Matter of rate of interest to be allowed an Warrant No 32 referred to City Attorney; Marshal asking further time to make his report was granted to the next meeting on Tuesday Evening Jan 14th Bill of J L Taylor for $25.75 for Lumber to cover Bridge Road. Referred to Finance Committee which was OKed and on Motion warrant was ordered to pay the same. Bills of Officers of election int he sum of $4.12 dollars each was rejected and on Motion Warrants ordered in the sum of $2.50 dollars each infavor of A H Hepler H E Brooks as judges and Thad Osgood as inspector. O A Schade receiving the highest number of votes was, on motion, declared elected to the Officer of treasurer for the term of one year. Ordinance No 61: "An ordinance granting to the Columbia Transportation Co the priveledge of erecting, constructing and maintaining a wharf on "A Street" between Irving Ave and Abbott St of the Platt of Maynard L W Addition and regulating the use thereof and authorizing the opening of "B St" westward therefrom by the granting of this Franchise." was read abd o n Motion was passed: and approved by the Mayor. 127 Columbia Wash Feb 3rd 1896 the town Council of the Town of Columbia meet persuant to adjournment Mayor Peirson presiding: Roll Called: and following Members present: C N Groat, D C Brown, L Almquist, A A Hepler and F J Brown Minutes of last meeting read and approved; F J Brown filed oath of office and took his seat as councilman. An Ordinance prescribing a place for incarceration of prisoners to be known as ordinance No 62 was read and laid over to next meeting; Mayor appointed F J Brown and D C Brown as Committee on Lights. Bill of A H Hepler for 5 gal Coal Oil to the amount of $1.50 read and on motion warrant was ordered on Emergency fund forthe same. Bill of A H Hepler services as Deputy Marshal for $6.68 read and referred to finance committee Finance Committee finding the said amount included in warrant No 168 issuec to J C Huff Recommend that said warrant be canceled and 2 warrants issued instead. And on motion warrants were ordered as follows: A H Hepler Warrant No169 amt 6.68 J C Huff Warrant No170 amt 5.92 Resignation of J C Huff a Marshal read and on motion was accepted; salary of J C Huff as Marshal to Feb. 3rd in the Amount $4.17 was on motion ordered paid by warrant on General Fund. Matter of electing a Marshal laid over to next meeting; J C Huff was authorized to collect the water rent for February for which he was to receive one per cent comission; On motion Street Committee was authorized to recover Bridge: over

128 On motion City Attorney and Mayor were authorized to proceed to collect Grade tax as per assessments from Property abutting on Angeline and Columbus Streets On motion Street Committee was instructed and empowered to drain water from Ferdinand Street at Rainier Ave: Mayor appointed F J Brown and A A Hepler as members of the Finance Committee. City Attorney: RSeported favorably on bond of O A Schade as treasurer. and same was accepted City Attorney bond read and accepted Ordinance No 62 An Ordinance prescribing a place for incarceration of prrisoners being introduced at previous meeting read and on motion was passed on a unanimous vote: Committee on Streets and Alleys report nothing done on Account of no lumber: Also report Bridge Covered. Committee empowered to purchase lumber for drains. Committee on Finanace report Marshal J C Huff's books audited and found same to be carried with balance due town of six & 30/100 dollars; Committee recommend that Clerk open up a new set of books commencing with the Annual Report for January 1896. and that council furnish Clerk with a list of Water Consumers, Owners of Dogs, and persons subject to Poll Tax, and Clerk furnish Marshal with a list of the same and charge him therewith. Committee to balance up accounts to Jan 1st 1896. and furnish Clerk with a copy of the Same. which shall be a beginning of his new set of books, committee further authorized to employ Clerk to made a new entry of warrants so they will be numbered consecutively: Committee granted further time
