138 Columbia Wash Oct 5th 1896 The Town Council of the Town of Columbia met persuant to adjournment: Present V R Peirson mayor C N Groat, D C Brown & L Almquist Councilmen J A Kelso Clerk Meeting called to order Mayor Peirson presiding: Minutes of last meeting read and approved Report of O A Schade, treasurer read and referred to finance Committee: Report of C P Hutchinson, Marshal read and referred to Finance Committee: Report of J A Kelso, Clerk showing Bal. Indebtedness exclusion of accumulated interest, to be Gen'l fund $204.15 Water Fund $1137.66, Total $3184.79 being read, was referred to Finance Com.: City Attorney reports necessary intervenings filed in the Grade Tax suits: Report of Street Com. Ditch dug and pond drained on West-side of Railroad Track on Rainier Ave had notified Mr Osgood to lower culvert so as to drain east-side of said said Osgood refusing to do the same unless compelled by law but proposed to furnish material for Culvert being reported back to Council committee was authorized to accept propisition and have culvert put in at expense of the City. Warrants Nos 76,146,& !48 having been accepted by J C Huff former marshal for water rent: Council ordered Treasurer to receive the same and cancel them as redeemed Warrants: Bill of C R Hepler for 74 hours digging ditch was read and ordered paid as follows 37 hours at 25 cts per hour on Gen'l fund and 37 hours at 15 cts per hour on Emergency fund: On motion Warrants were ordered in favor of Officers for quarter ending Oct 1st 1/96; On motin a levy of 10 mills on the taxable property of the town for Municipal purposes and redemption of Warrants was ordered. And clerk instructed to certify the same to Con Auditor. On motion meeting adjourned to meet first Monday in Nov 1/96 Approved Nov 2d 1896 Mayor J A Kelso clerk

152 Columbia Wash Feb 6th 1/97 Adjourned meeting of the Town council of the Town of Columbia: Mayor C F Reeves presiding; meeting called to order Roll Called and following answered to their names. Osgood, Cameron & Chase councilmen and J A Kelso Clerk. reading of minutes postponed: Street Committee report cost of walk on Winston Street to be about $20.00 and can find no one to take General Fund Warrants for lumber. Council instruct Committee to proceed to lay walk providing private citizens will donate 1/2 of the amt. Ordinance No 68 An Ordinance to amend section No 10 entitled "An ordinance providing for the contesting of elections inthe Town of Columbia and the proceedings therein": was read, duly considered and on motion was passed by unanimous vote. Ordinance No 69 An Ordinance to amend sec 1 of Ordinance No 51 entitled An Ordinance fixing the Bonds and compensation of Officers of said Town of Coulmbia making Bond of Treasurer $1500 was read, duly considered and on motion was passed by a unanimous vote. Bond of C N Groat Marshal was read and on motion & 2d was accepted and ordered filed. On motion Clerk, Treasurer and Attorney were givin until Feb 11th 1/97 to file their several bonds. On motion meeting adjourned to Feb 11th 1/97 approved Mch 1st C F Reeves mayor J A Kelso clerk

158 Columbia Wash Apr 5th 1/97 The Town Council of the Town of Columbia met in Regular meeting: Meeting Called to order Mayor Reeves presiding Roll called and following answered present Chase, Osgood, and ]]Cameron]] Absent Brown and Hepler Minutes of last meeting read and approved: Street Committee report Sidewalk on Winston St finished and following Bills presented for payt of same. Cost of material $15.00 and donations to the amt of $5.50 leaving a balance of $9.50 which on Emergency Fund warrant was isssued by the Clerk and signed by the mayor. On motion Report of Committee was accepted and issuing of emergency fund warrant of $9.50 was ratified: Report of treasurer was read and referred to finance Committee. Report of Attorney read and referred to Finance Committee: Report of Marshal read and referred to Finance Commiteee: Report of C P Hutchinson for the month of January read and referred to Finance Commitee: Clerk is given further time to report back Water Accounts reported by the Marshal and referred to Finance Committee Bill of J J Knitz for material to repair water pipe in the sum of $2.25, also Bill for $1.50 for labor was read and on motion the same were ordered paid out of the Emergency Fund: Ordinance #71 An ordinance regulating the keeping of Dogs in the Town of Columbia for the licensing of the same and providing a penalty; was taken up by sections and on motion the same was passed as a whole: approved by the mayor and attested by the Clerk.

160 Columbia City Wash May 3d 1897 the Town Council of the town of Columbia met in regular session and called to order by Mayor Reeves Cameron, Osgood and Chase responded to roll-call; Brown and Hepler absent. Minutes of last meeting read and approved. Attorneyreported progress in matter of Street Grade Assessments. Finance Commitee not ready to report. Bills filed and referred to Finance Committee. The same were approved by Finance Committee and ordered paid out of Emergency Fund - excepting bill of C R Hepler, he to have receipt for six months water rent in payment for his labor. The matter of A H Hepler proposition to put in water pipe and take water rent in payment for cost of samewas referred to Water Committee with power to act. On motion resolution was passed, to wit: Whereas the Ordinance raising the Marshal's salary from six to ten dollars per month not having gone into effect until the month of April 1897 and it having been understood and intended that he should be given the sum of ten dollars per month as salary from the first day of February 1897 and was so agreed before said Marshal was appointed to said office, therefore be it. Resolved; that the Clerk be and is hereby instructed to draw warrants payable to said marshal C N Groat in the sum of twenty dollars for the months of February and March instead of Twelve dollars.
