140 Columbia Wash Nov 25th 1/96 Special meeeting of the Town Council of the Town of Columbia called for the purpose of actingon matters pertaining to Street Grade Assessment. Mayor Peirson presiding: Present F J Browne, D C Brown & Groat and Hepler Councilmen The Clerk Being Absent F J Browne was elected Clerk pro tem: The City Attorney W S McCurley addressed the the Council regarding the Matter of bringing suit to collect Grade Taxes against the following properties in the Town of Columbia Lots 110, 111 & 113 in Blk 4 ,Lots 126,127,128 &129 in Blk 5, Lots 143, 147, 148 & 154 in Blk 6, Angeline St, and Lots 169, 170, 176, 179 & 180 in BLock 5, Lot 157 in Blk 6 and Lots 195 & 196 in Blk 10 Columbia St: On motion the Attorney was instructed to begin suit: On motion $28.00 were transferred from General fund to the Emergancy Fund: On motion a warrant for $28.00 was ordered to be drawn on the Emergency fund in favor of the City Attorney to meet the expense of litigation: On motion the Marshal C P Hutchinson, was instructed to serve the necessary papers in the cases at a compensation fo$2.00 per day on necessary expenses: On motion Council adjourned Approved Dec 7th 1896 mayor J A Kelso by F J Browne clerk pro tem

141 Columbia Wash Dec 7th 1/96 The Town Council of the Town of Columbia met persuant to adjournment: Mayor Peirson presiding Present D C Brown, F J Browne & C N Groat: Minutes of last meeting and special meeting read and approved: City Attorney Report Grade Tax paid on Lots [?] by A H Hepler, and lots [?] by W R Hadlock Balance of Grade Taxes in progress and suits filed: Bill of J A Kelso for financial exhibits, entering back accounts and reentering warrants amt $40.00 referred to finance committee: Bill of Avery Hughston for digging ditch and putting in culvert Amt $2.55 ordered paid out of Emergency Fund: Petition of A Hook for Transfering Grade Taxes from Lots 152 and 153 to Lot 154 Blk 6 read and on motion Petition granted: Ordinance No 66 An Ordinance regulating notices of Election Appointment of Boards of Election and regulating the compensation was carried and on Motion was carried: Signed and approved by the Mayor On motion Board proceeded to elect Board of election and resulted in the election of C R Hepler, inspector and Jose Hellenthall and Dr H E Brooks, judges: Council adjourned to meet first Monday in January 1/97 J A Kelso Clerk

145 Columbia City Wash Jan 4th 1897 The Town Council of the Town of Columbia met persuant to adjournment. Council called to order by F J Brown: Roll called and the following answered to their names. F J Browne, D C Brown, L Almquist A A Hepler and C N Groat: The Mayor being absent F J Brown was elected Mayor pro tem for the evening: Minutes of last meeting read and approved: Bill of Metropolitan Printing Co in the sum of $3.50 for tickets & Poll Books for Annual Election was read and on motion was ordered paid out on Emergency Fund: Bill of C P Hutchison in the sum of $6.50 for time and expense serving legal papers was read and on motion warrant ordered an emergency fund: Bill of J A Kelso for $40.00 read at last meeting and referred to Finance Committee being returned and reported on favorably: On motion warrant was ordered on General Fund: Marshal's Annual report read and referred to Finance Committee. Treasurers Annual Report read and referred to Finance Committee: Attorney and Clerk given until Tuesday evening the 12th to make their report: The following Bills being signed by A A Hepler as Health Officer for Goods & Medicine furnished C Cameron during quarentine was read and on motion warrants on Emergency Fund ordered as follows: Mrs L Almquist for Milk 2.55 J A Kelso for medicine furnished 5.40 Cooper & Levy groceries 4.03 A H Hepler Groceries 2.45 total $24.43 On motion Treasurer was ordered to transfer $45.00 from General to Emergency fund: over

149 Columbia Wash Feb 1st 1/97 Regular meeting of the Town Council of the Town of Columbia Wash. Mayor C F Reeves presiding: Roll called and the following Councilmen answered present A A Hepler, Thad Osgood and C Cameron. Absent D C Brown and F J Browne Minutes of the last meeting read and approved: The resignation of F J Browne as councilman was read and on motion was accepted. On motion C S Chase was elected to fill the vacancy: who being duly sworn took his seat as one of the council: On motion the council proceeded to elect Officers for the ensuing year: W S McCurley was nominated for City Attorney and on motion & 2 was elected by acclamation: J A Kelso was nominated for Town Clerk and on motion & 2 was elected by acclamation: C N Groat was nominated for Town Marshal and on motion was elected by acclamation: moved & 2d that council proceed to elect a health board: carried: T J Womack, E Valand, A A Hepler, C S Chase and C Cameron werenominated as members of the Health Board for the ensuing year.
