We would recommend that the Fire Warden report to the City Attorney for prosecution all persons found violating the City ordinances by throwing rubbish ashes embers or coals in the streets and alleys of the city. Report adopted. From the Committee on Harbor and Wharves as follows: We recommend that the incline at the foot of Washington Street be repaired by bolting through caps and stringers down into piers, and that an office 12 x 15 one story high be built for the use of the harbor master at the foot of Washington Street, also the necessary furniture and a boat be provided for his use. We would also recommend that two anchors, chains and floats be placed in the Harbor under the direction of the Harbor Master for the use of vessels in the Harbor. Also that the purchasing agent be instructed to furnish to the Harbor Master all stationery and other necessary articles for his use." From the special Committee to whom was referred the matter of locating an avenue curving along or near the deep waterline of the Mud Flats of Elliot's Bay as follows: Your Committee beg to report that they have investigated the matter; have conversed with many on the subject who have great interest in the welfare of the City and its many industries, and find that all appear to be heartily in favor of such an avenue being located at this time. Also, that all agree as to the general location of this avenue, that is, as near as practicable, a curved line from 600 to 1000 feet from deep water line. The starting point being the most important point your committee with its limited instructions, had to consider, and as to which they would recommend the present southern terminus of South Second Street. Your committee would also recommend that, as the lines of the Avenue [cannot?] will be specifically located without taking some soundings at the time piles are being drivers, that the matter for refund back
