354 JOURNAL OF THE PROCEEDINGS OF THE Dec 16 1887 Committee Reports Received Frm Street Committee granting the petition of Guy C Phinney in so far as to grant said petitioner permission to build a sidewalk on the North side of Seneca Street from Front Street to the alley between Front and Second Streets but making no report us to grading said street. Adopted. From Same Committee granting petition of Alfred Snyder for crossing on 7th Street north side of Seneca Street. Adopted. From same Committee granting petition of F E Sander and others for opening and planking alley in Block 10 Maynard's Plat provided the expense for doing said planking be borne by the property owners on said alley, Adopted. From same Committee granting petition of Thomas Webb and others for a drain and opening Willow Street from Depot Street to Thomas Street. Adopted. From same Committee granting petition of Frederich Prosch for a crossing on 4th and Virginia Streets and also recommending that a crossing be put in at Pike Street over said 4th Street. Adopted From Same Committee granted petition of John Crist for permission to erect a fruit and cigar stand on alley between South 2nd and South 3d Streets fronting

587 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 27 1888 I believe that to pass that ordinance with such a provision in it when it is known that the streets on a greater portion of the proposed line have not and perhaps with not be graded for some years to come would be virtually tying up a valuable franchise until such time as it suits the pleasure of the grantees to complete the work. If it is not practicable to build such a road over streets not graded than why make any grants until the streets are in a condition for such work? While I am in favor of encouraging such enterprises the completion of which make is possible for the people of limited means (who are in the majority) to reach the suburbs of the City where houses can be secured for a nominal sum I should insist that such grants be made in good faith for actual use and not for speculative purposes. Respectfully Robert Moran mayor. On motion the message & Ordinance are referred to the Street Committee. Ordered that the petition of Wm M Thomas for permission to build a small fruit and cigar stand in the alley on the west side of Washington Street between South 2nd and South 3rd sts be taken from the table and referred to the Street Committee. Ordered that the matter of Bluff Street grade be referred to the Street Committee in conjunction with the City Surveyor. Ordered that the matter of Depot Street grade at its intersection with Fifth Street be referred to the Street Committee in conjunction with the City Surveyor.
