423 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 6 1888 Be it remembered that on this 6th day of April 1888 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following officers are present, to wit'. His Honor the Mayor Thomas T. Minor and Councilmen Frink, Green, Lake, Moran, Niesz, Russell and Reitze and W R Forrest Clerk. The following proceedings are had, to wit: Petitions & Communications Petition of Robert B Crozier for permission to use powder for the purpose of cleaning Block 22 Heirs Sarah A.Bella addition, read and granted for the time of two weeks. Petition to F J Grant and others for a Street light Madison and Twelfth Streets read and granted. Communication from White and Munday in regard to claim of Providence Haspital for care of John Brandon, read and referred to Finance Committee. Application of Sidney Smith for a position on the Police force read and referred to Committee on Health and Police Petition of Western Washington Bible Society for change of ordinance in relation to book peddlers read and referred to Committee on License and Revenue. Petition of F A Fay for permission to repair building in the rear of the old San Francisco Store on Commercial Street, read and referred to Committee on Fire and Water. Petition of J J Post for permission to use a portion of Front Street for building material read and granted. Petition of Winsor & Co. for planking a portion of Front Street and raising sidewalk read and referred to Street Com. Petition of J R Kinnear and others for Fire Limits on

474 JOURNAL OF THE PROCEEDINGS OF THE May 18 1888 conjunction with the City Attorney with instruction to confer with the parties seeding the franchise and report on ordinance at the next meeting of the Council. From the same Committee rejecting petition of W H Wheeler & others for a Street Railway franchise. Adopted. From the City Attorney on the Claim of Providence Hospital as follows: "In the matter of the Claim of Providence Hospital for the support of John Brandon asmitted to the Hospital at the request of the Mayor I beg to report that the claim is not enforcible at law and the City can if it so desires resist the payment of the same": On motion of Councilman Furth the matter is ordered referred to a Special Committee. From the City Attorney on the demand of Dexter Horton & Co for the payment of certain scrips as follows: In the matter of the Communication of Dexter Horton & Co I have the honor to report that I do not consider that the officers of the City have been guilty of such negligence as to render the City liable for the payment of the scrip referred to. I do consider however that none of the scrip issued by the City should ever by repudiated, and that the City should make arrangements [?rooking] to the payment of such scrip as the City cannot make out of the property owners. The property owners in nearly all the cases now pending will at an early date submit a proposition for settlement of such cases, I would like to have the matter of this settlement as well as the Communication referred to myself and the Finance Commttee for adjustment." Adopted and the whole matter referred to the City Attorney and Finance Committee.

487 COMMON COUNCIL OF THE CITY OF SEATTLE Jun 1 1888 From Same Committee "that they find the City greatly in need of additional City Hall & Engine House facilities and recommend that the Finance committee be instructed to negotiate for two locations, one on Eighth Street near Pike for Engine House and one on Ninth Street near Mill for City Hall and Engine House. Adopted From special Committee consisting of the Mayor recommending that the Claim of Providence Hospital for the care of John Brandon be allowed and the clerk directed to notify the Managers of said Hospitla that no further bills will be allowed on account of said Brandon Adopted. Acting Mayor At this point His Honor the Mayor being called away Councilman Furth is called to the chair to serve as Acting Mayor Bids opened bids for the improvement of Third Street from Depot Street to Virginia Street under ordinance No 938 were opened and read as follows: John Ritchey Earthwork per cubic yard .37&1/2cents Sidewalks per MBM[thousand board feet] $17.00 Clearing and grubbing per acre $ 95.00 no bids put in for box drains of cribbing W N White Earthwork per cubic yard .40cents Cribbing per MBM[thousand board feet] $17.50 Sidewalks per MBM[thousand board feet] $17.50 Box Drains per MBM[thousand board feet] $17.50 Clearing and grubbing per acre $100.00
