To the Honorable, The Mayor, and Board of Police Commissioners, of the City of Seattle

Gentlemen:

I desire to recommend for your consideration the following changes in this Department: First: That the office of the First, Second and Third Lieutenant be declared vacant, and that the said offices of Lieutenants be abolished and in their stead there be created Three Sargents [sic] of Police: that the Rules and Regulations of this Department, and the City Ordinances pertaining there to, be amended so that whereever the words "Lieutenant of Police" appear they shall read "Sargent[sic] of Police". Second: That Geo. A. Templeton. D. F. Willard. & John Sullivan be promoted from the rank of Patrolmen to the rank of Sargent[sic] and that John Houff. Nicolas Hanna and John Breunnau be assigned to duty as Patrol-men. Third: That the office of Patrol-man held by John Sanstrom T.R. Carpenter, W.H. Moore be declared vacant. Fourth: That J L. Wells, Frank Kennedy, C.H. Phillips. Irving Ward, William Duncan be appointed

1st. Resolved that the office of First, Second and Third Lieutenant be declared vacant:

2nd. Resolved, that it is respectfully recommended to the City Council that an ordinance be passed abolishing the offices of Lieutenants in the Police force and in lieu thereof creating three Sargents of Police, with the same pay, and that the ordinance pertaining thereto be further amended so that wherever the words "Lieutenant of Police" appear, they shall read, "Sargent of Police":

3rd. Resolved, that upon the passage by the City Council of an ordinance abolishing the offices of Lieutenants of Police and creating the offices of Three Sargents of Police, and that thereupon the Rules and Regulations of this Department be amended so that where-ever the words "Lieutenant of Police" appear they shall read "Sargent of Police:"

4th. Resolved that the offices of Lieutenants of Police now vacant shall be, and are now filled by the appointment of George A. Templeton, D.F. Willard and John Sullivan:

5th. Resolved that James Huff, Nick Hannah and John Brennan be assigned to duty as Patrol-men:

6th. Resolved that John Sanstrom, T.R . Carpenter and W.H.
