Monday 11 oClock AM Kingston January 18th, 1886
The first meeting of the Council elect of the Corporation of the City of Kingston was held this day. Present
John Lanyon Whiting Esquire Mayor elect
Aldermen Cataraqui Ward Robert J. Eilbeck, William M. Drennan and William B. Little
Frontenac Ward James Duncan Thompson, John O'Brien and William Dunn
Ontario Ward Leonard Clements, Cornelius Bermingham and William Wilson
Rideau Ward John Carson, Christopher Robinson and John McIntyre
Saint Lawrence Ward John McKay Junior, George T. Hobart and James Redden
Sydenham Ward Charles F. Gildersleeve, William Harty and Chamberlin A. Irwin
Victoria Ward Joseph Hiscock, Robert W. Shannon and James Wilson
Cornelius V Price Esquire Judge of the County Court of the County of Frontenac administered the declarations of qualification and office to the Mayor elect
Whereupon the Mayor (elect) John Lanyon Whiting Esquire took the chair and administered the declarations of qualification and office to the newly elected Aldermen
The Mayor read his address to the Council
A Communication from Adam McArthur was read offering himself as candidate for Auditor
The Mayor nominated Joseph C Clark as Auditor
Ald. Gildersleeve introduced a By Law to appoint Auditors for the year 1886, which was read a first time
The 30th Rule of orders was suspended as to the readings of this By Law and the Council went into Committee of the whole on the second reading
Alderman Bermingham in the chair The Council resumed The Committee rose and the Chairman reported the second reading of the By Law. The Report was received.
The By Law was read a third time and passed
On motion of Ald. Gildersleeve seconded by Ald. Hobart Ordered, that the sum of five thousand dollars be placed to the credit of the Committee on Streets.
On motion of Ald. Gildersleeve seconded by Ald Harty Ordered, that Messrs Harty, Wm Wilson, Clements Jas Wilson and the mover be a Committee to strike the Standing Committees for the year and that the Council do stand adjourned for ten minutes to receive the Report of the Committee

Ald: Gaskin moves seconded by Ald: Allen That the portion of the Report which refers to watering the streets be struck out - which being put was [underline] lost [/underline]. Yeas 3 Nays 12 and the original motion being put was [underline]carried[/underline]. Yeas 12 Nays 3
Ald McKelvey from the Committee on Printing brought up a Report (Number 538 Book D) which was read and adopted.
Ald: Carnovsky here entered.
Ald Metcalfe introduced a Report from James Conley City Commissioner showing amounts collected for Licenses for the year.
On motion of Ald: Metcalfe seconded by Ald: Noble Ordered, that the report of the City Commissioner be received and placed in the City Clerk's office for future reference and that the City Commissioner be granted the sum of $60 as compensation for extra services during the year 1876.
On motion of Ald: Dupuis seconded by Ald: McCammon Ordered, that a note of thanks be tendered to Mayor Britton for his efficient, kind and gentlemanly departments in his capacity of Mayor during the past year and also that the best wishes of this Council be extended to himself and family during the coming years. (Carried unanimously).
On motion the Council adjourned.

Ordered, That the Communication of Mr. Field be referred to the Committee on Streets to report.
Ald Dupuis brought up the petition of Mrs Bibby respecting taxes which was referred to the Court of Revision.
Sundry petitions respecting taxes were submitted and referred to the Court of Revision.
Ald McDermott brought up the petition of WR Mongaye for self and proprietors praying that a plank walk be laid in front of the British American Hotel.
On motion of Ald McDermott, seconded by Ald Pense Ordered, That the petition of WR Mongaye be referred to the members of Ontario Ward to make arrangements to have the plank walk made provided they can have the work done payable seven months after date without interest - the work to be done at the same price and plank walks of similar width has been done during the year.
Ald McCammon and McRossie here entered.
Ald Noble brought up the petition of Daniel Flyn offering $75 per annum for the Stall and premises now occupied by him on the market.
On motion of Ald Noble, seconded by Ald Campbell Ordered, That the petition of Daniel Flyn be referred to the City Property Committee to report.
Ald Carson brought up the petition of RG Vaughn praying for a plank walk in front of his new houses lately erected on Princess street.
On motion of Ald Carson, seconded by Ald Asselstine Ordered, That the petition of RG Vaughn be referred to the members of the ward with power to arrange for the construction of said walk the same to be made at the contract rates of the year to be paid for seven months after the date of construction and without interest - yeas 11, nays 5.
On motion of Ald Drennan, seconded by Ald Allen Ordered, That His Worship the Mayor issue the usual proclamation for Thanksgiving Day on Thursday twenty second.
The Chairman from the Select Committee to investigate charges against the City Engineer brought up a Report (Number 595, Book D) which was read and received.
The Chairman from the Committee on Streets & Improvements brought up a Report (Number 596, Book D) which was read read before November 5 1877.
Ald McRossie moves, seconded by Ald Gaskin That the report of the Committee on Streets be received and adopted.
In amendment Ald Drennan moves seconded by Ald Allen That the Report of the Committee on Streets and Improvements be amended by strking out the clause in reference

The Mayor verbally addressed the Council on Financial matters &c
The Clerk read Communications from Messrs Frederick J. George, Adam McArthur, J.J. Maloney and Joseph E. Clark for appointment as Auditor
The Mayor nominated Frederick J. George as one of the Auditors
On motion of Ald: McCammon seconded by Ald: Redden Ordered, that the nominee of the Mayor Mr F.J. George be confirmed
On motion of Ald: McIntyre seconded by Ald: C.F. Gildersleeve Ordered, that this Council do now proceed to appoint an auditor by ballot, the successful candidate to receive a majority of the votes of this Council
The Council ballotted five times without a result
Ald: McIntyre moves seconded by Ald: C.F. Gildersleeve That the former resolution relating to the Auditorship be reconsidered and that the Council do now proceed to appoint an Auditor. The person receiving a majority of votes to be declared elected

A Communication from the Cochrane Manufacturing Co. of St Thomas Ontario was read asking what terms the City will offer for the establishment of their Industry at Kingston &c. Referred to the Finance Committee.
A Communication from Edwin Horsey Chief Fire Department was read asking for leave of absence from Fire duty for one month. Referred to the Committee on Fire, Water and Gas
A Communication from the Assistant Superintendent of the Grand Trunk Railway Company of Canada was read In Re water supply at Kingston Depot &c. Referred to the Committee on Fire, Water & Gas
Ald: Craig brought up the petition of Alexander Gunn and 365 others with subscription list $1060.00 towards Esplanade praying the Council will aid in the Construction of an Esplanade along the Lake shore between the Grand Trunk Brewery and the Grove Inn in this City
On motion of Ald: Clements seconded by Ald: Craig Ordered, that the petition of Alex Gunn Esq M.P., George A. Kirkpatrick Esq: M.P. and others be referred to the Mayor, The Committee on Parks and the Aldermen of Victoria Ward said Committee to report to this Council before any money being spent
Ald: Smythe brought up the petition of Michael Anderson praying payment for a drain made by him in William street Ontario Ward. Referred to the Committee on Streets and Improvements
Aldn: R.J. Carson, Wilson, McGuire, J. Carson, brought up the petitions of W. McCutcheon, James Wilson, H.R. Moore and Mary Wilkinson respecting Taxes. Referred to Court of Revision
Ald: John Carson brought up the petition of John Green and 23 others praying for a Coal Oil Lamp on the West end of Princess street Williamsville. Referred to Fire, Water and gas Committee
Ald: McGuire brought up the petition of the Licensed Carters of the City of Kingston praying the Council to Communicate with the Grand Trunk authorities and the Railway Committee of the Privy Council at Ottawa for the discontinuance of the operations of the Shedden Co. Carters in this City
On motion of Ald: McGuire seconded by Ald: McIntyre Ordered, that the prayer of the petition of George McCullogh and other Carters be granted and that the accompanying draft be accepted as the draft of a petition to the Grand Trunk Railway, from which one also may be prepared to the Railway Commitee of the Privy Council and that the Mayor sign and affix the seal of the City to send petition and transmit same to the proper quarters
